دور الوظيفة:
نحن نبحث حالياً عن محقق جرائم مالية للانضمام إلى قسم التأمين لدينا.
يكون محقق الجرائم المالية مسؤولاً عن مساعدة قسم الامتثال في وضع وتطبيق الإجراءات الداخلية المتعلقة بمكافحة غسل الأموال (AML) ومكافحة تمويل الإرهاب (CTF) ومكافحة تمويل انتشار الأسلحة (CPF). يدعم الدور قسم الامتثال في ضمان وجود إطار مناسب وهيكل حوكمة وضوابط للحفاظ على الامتثال عبر قسم التأمين وفقاً لمتطلبات اللوائح المعنية بـ AML/CFT/CPF.
المسؤوليات الوظيفية:
- مساعدة قسم الامتثال في تطوير وتنفيذ سياسات وإجراءات AML/CTF/CPF.
- التنسيق والمتابعة المنتظمة مع الأقسام الداخلية للحصول على وثائق العناية الواجبة.
- تنفيذ نشاط العناية الواجبة وفقاً للإجراء المحدد والإرشادات التنظيمية.
- إكمال تقييم مخاطر العميل.
- متابعة وادارة مختلف الوثائق وفق سياسة الاحتفاظ بالسجلات.
- التأكد من الالتزام بجميع جداول التقارير وفق زمن الاستجابة المتفق عليه (TAT).
- مراجعة أنظمة الفحص والمراقبة للمعاملات/تنفيذها
- تحديد الإشارات الحمراء وقضايا الرقابة فيما يتعلق بـ KYC/تسجيل عميل جديد.
- التحقيق وإعداد تقارير الأنشطة المشبوهة وتقارير المعاملات المشبوهة.
- التواصل مع الجهات التنظيمية والمشرفين فيما يتعلق ببرنامج AML والقضايا التنظيمية ذات الصلة.
- بناء شراكة قوية مع التدقيق الداخلي ودوائر العمليات وتطوير الأعمال وأصحاب المصلحة الآخرين فيما يتعلق ببرنامج AML/CTF/CPF.
- العمل مع القادة في المؤسسة لحل الجهود المتعلقة بمعالجة القضايا المفتوحة في وقت مناسب وبفعالية.
- المسؤول عن طلب المشورة بالامتثال لـ AML/CTF/CPF من لجنة الامتثال، وتنظيم والمشاركة في اجتماع لجنة الامتثال.
- الإبلاغ في الوقت المناسب عن التقارير التنظيمية إلى الجهة التنظيمية.
- تطوير عروض تدريب وتقديم التدريب المتعلق بـ AML/CTF/CPF و FATCA و CRS.
- المساعدة في التخطيط والتنفيذ وتحليل نتائج مراجعات الامتثال لـ AML.
- العمل مع خطوط الأعمال أثناء أعمال الاختبار لفهم عمليات الرقابة وتحديد خطط عمل لمعالجة عيوب الرقابة.
- التواصل مع مستويات الإدارة المختلفة لضمان امتثال AML/CFT/CPF.
- الحفاظ على الوعي المستمر والمعرفة الحالية بجميع متطلبات الامتثال التنظيمية الداخلية والخارجية ذات الصلة بـ AML/CTF/CPF وتحديد أي قضايا قد تؤثر على المؤسسة.
- مراجعة العلاقات عالية المخاطر خاصة الحالات التي تصنف إلى الإدارة العليا وضمان إبراز جميع المخاطر بشكل مناسب للموافقة.
المهارات
متطلبات الوظيفة:
- خبرة لا تقل عن 3 سنوات في الامتثال لـ AML/CTF/CPF في المصرفية أو صناعة التأمين.
- درجة البكالوريوس (التجارة أو إدارة الأعمال).
- مهارات اللغة: قدرة استثنائية في الإنجليزية الشفوية والكتابية.
- مهارات تنظيمية ممتازة، القدرة على تحديد أولويات عبء العمل وإظهار المرونة والقدرة على العمل تحت الضغط.
- مهارات تواصل شخصية ممتازة والقدرة على التحدث بثقة مع مستويات الإدارة المختلفة
- مهارات تحليل AML/CTF/CPF قوية، معرفة جيدة ومفاهيم أفضل الممارسات في الصناعة، الضوابط الداخلية، المتطلبات التنظيمية.
- معرفة بأنظمة مراقبة المعاملات وأدوات الفحص.
- معرفة بتنظيم FATCA و CRS.
Job description
Job Role:
We are currently seeking a Financial Crime Investigator to join our Insurance Division.
The Financial Crime Investigator is responsible for assisting the Compliance Department in establishing and implementing internal procedures related to Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), and Counter-Proliferation Financing (CPF). The role supports the Compliance Department in ensuring that an appropriate framework, governance structure, and controls are in place to maintain compliance across the Insurance Division in line with applicable AML/CFT/CPF regulatory requirements.
Job Responsibilities:
- Assisting compliance department in development and implementation of AML/CTF/CPF policies and procedures.
- Regular coordination and follow up with internal departments for obtaining due diligence documents.
- Execute Due Diligence activity as per the defined process and regulatory guidelines.
- Completion of client risk assessment.
- Tracking and management of the various documents as per record retention policy.
- Ensure all reporting timelines are met as per agreed Turnaround Time (TAT).
- Screening and Transaction Monitoring Systems Review/Implementation
- Identify Red flags and control issues with respect to KYC/Client on boarding.
- Investigation and Preparation of Suspicious Activity Reports and Suspicious Transaction Reports.
- Liaise with regulators and supervisors in connection with the AML program and related regulatory issues.
- Build strong partnership with Internal Audit, Operations departments, Business development and other stakeholders in connection with the AML/CTF/CPF Program.
- Work with leaders throughout enterprise to resolve efforts to address related open issues in a timely and effective manner.
- Responsible for seeking AML/CTF/CPF compliance Advice from the compliance committee, organize and participate in the compliance committee meeting.
- Timely filing of regulatory reports with the regulator.
- Develop training presentation and conduct training relating to AML/CTF/CPF, FATCA & CRS.
- Assist in the planning, execution and results analysis of AML compliance reviews.
- Work with the business lines during test work to understand control processes and to identify action plans to address control deficiencies.
- Communication with various levels of management to ensure AML/CFT/CPF compliance.
- Maintain ongoing awareness, current knowledge of all applicable internal and external AML/CTF/CPF compliance regulatory requirements and identifying any issues that could impact the Institution.
- Review high risk relationships especially cases that are escalated to Senior Management and ensure that all risks are appropriately highlighted for sign-off.
Skills
Job Requirements:
- Minimum 3 years of AML/CTF/CPF compliance experience in banking, insurance industry.
- Bachelor’s Degree (Commerce or Business Administration).
- Language Skills: An exceptional ability in oral and written English.
- Excellent organizational skills, having the ability to prioritize workload whilst being resilient and being able to cope well under pressure.
- Excellent interpersonal skills and an ability to converse confidently with various levels of management
- Strong AML/CTF/CPF analysis skills, good knowledge and understanding of industry best practices, internal controls, regulatory requirements.
- Knowledge of transaction monitoring systems and screening tools.
- Knowledge of FATCA & CRS regulation.
