Role: Infrastructure Projects Section Head (Emirati) Reports to: Director - Projects Management (Infra and Housing)
Job Summary: The Section Head - Project Management (Infra and Housing) holds the primary responsibility for guiding and supervising all housing and infrastructure capital projects within the organization. This pivotal role demands exceptional leadership qualities, strategic acumen, and a profound understanding of project management and construction practices.
Roles and Responsibilities:Strategic Duties Participation in Strategic Planning and Execution Stakeholder Engagement & Relationship Management Governance and Teams Supports Resource Allocation and Risk Mitigation Support Project execution Excellence and Strategic Alignment Functional Responsibilities Oversee the entire housing and infrastructure portfolio, ensuring that projects are well-defined, well-executed, and meet strategic goals. Establish and enforce governance standards, methodologies, and best practices within the housing and infrastructure portfolio. Identify potential risks and issues within projects and develop comprehensive risk mitigation strategies. Foster strong relationships with stakeholders, including government entities, developers contractors, consultants, and community representatives. Develop and implement training programs and support mechanisms to ensure project teams are well-equipped to meet compliance and audit requirements. Define and track key performance indicators (KPIs) and metrics to assess the progress and success of projects. Collaborate with the financial affairs sector regarding the financial aspects of the portfolio, including budget planning, tracking, and cost control. Lead and mentor a team of project managers, analysts, and support staff within the Housing & Infrastructure Portfolio Department. Develop and implement a strategic communication plan to convey progress, achievements, and alignment with the organization's vision. Monitor the execution of the housing and infrastructure portfolio capital projects to ensure the delivery of projects in accordance with the approved plans and studies, and address issues related to quality, safety, and Functionality. Ensure projects within the portfolio adhere to all relevant regulations and compliance requirements. Collaborate with auditors by responding to findings and use audit insights to improve governance and compliance. Administrative Responsibilities:Team Leadership and Development Reviewing projects progress report Monthly and Yearly Closing Process Follow up on external and internal audits and provides requirements. Conduct regular performance evaluations, provide feedback, and identify development opportunities for team members. Communicate project progress effectively to various stakeholders, including senior management, board of directors, and external partners. Lead and manage a team responsible for the execution and delivery of housing and infrastructure capital projects. Set goals, provide guidance, and mentor team members to enhance their skills and performance. Foster a collaborative work environment that encourages teamwork, innovation, and continuous learning. Evaluate existing project execution processes and guidelines and recommend improvements to enhance effective delivery.
Required Qualifications:Bachelor’s or master’s degree in Engineering, professional certification in the field of project management (e.g., PMP, PfMP, PgMP) may be preferred or advantageous. Proven expertise in strategic portfolio management, encompassing the planning, oversight, and successful execution of housing and infrastructure projects aligned with organizational objectives. Demonstrated ability to efficiently allocate resources and manage budgets. Years of experience for Bachelor holder: 6 years minimum
