Job Purpose

Advance governance, systems integration, analytics, and departmental excellence to enable unified Authority-level operations, risk-aware readiness, and insight-driven decisions across operational control centers within the RTA.

Responsibilities

Strategy

• Support the supervision, preparation, and development of the operational and strategic frameworks for the ECCD, following up the implementation and ensuring compliance.
• Advise on the determination of the future directions of the ECCD, and ensuring the appropriate plans are being implemented to support RTA’s leadership positions.
• Support in the development of a ECCD Transformation Road Map and Development Plans that contribute to improving the efficiency of EC3 and support Leadership in following up the implementation of initiatives.
• Support the preparation and follow-up of the Executive and Operation Plans for the ECCD and ECCD Sections.
• Support the SCG Sector by advising on initiatives within the Development Road Map which impact other RTA Agencies and Sectors.
• Advise the ECCD on the implementation of a multimodal integrated strategy at the level of the RTA’s Operational Control Centres (OCCs) that ensures the presence of integrated frameworks, the determination of future goals, the existence of an integrated development plan, and the monitoring of the level of maturity and performance.
• Act as the ECCD Focal Point and Expert for all matters related to RTA operation control centres activities

Operations

• Support and advise on the implementation of the Performance Governance Framework of the RTA’s OCCs.
• Input to ECCD’s performance indicators and compliance with the RTA’s policies and procedures.
• Input and advise on the budget preparation and spending for the ECCD and EC3 Facility.
• Support the management of contracts and projects in ECCD and all Sections.
• Advises Leadership on the performance management cycle including setting yearly goals and objectives; identifying training and development needs; counselling of ECCD Staff.
• Represent the SCG Sector and the RTA as a member of in internal and external committees and advise on the performance of the committees under ECCD.
• Advise ECCD Leadership on human capital aspects and specialized competencies that serve the work of the ECCD. Supporting training and mentoring to facilitate all staff to attain the required skill sets for ECCD governance principles and expected outputs.
• Carry out other job-related responsibilities assigned according to the assignments and directives of the ECCD Director.
• Ensure timely submission of management measurable objectives to the ECCD Director.
• Support RTA’ Crisis, Emergency and Event Management Frameworks by ensuring that the EC3 technologies and capabilities are aligned to reducing risks and business impact.

Product / Process Improvement

• Apply Peer Review protocols to major reports and critical ECCD communication with RTA Senior Management.
• Support the ECCD readiness for audit and assessment processes and follow up the implementation of corrective action plans with ECCD Sections.
• Review the application of Quality Management procedures and protocols in coordination with the concerned departments and other relevant internal and external stakeholders.

Qualifications

Bachelor’s degree/ Master’s degree in Engineering, Operations

9+ years in case of Master’s degree (11+ years in case of Bachelor’s degree)
