The Role We are seeking an experienced Infrastructure Planning Manager to lead infrastructure planning strategies, capital planning initiatives, and long-term asset development programs. The ideal candidate will oversee infrastructure master planning, feasibility studies, capacity planning, stakeholder engagement, and cross-functional collaboration while ensuring infrastructure investments align with organizational objectives, regulatory requirements, and sustainable development goals. Key Responsibilities Develop and implement infrastructure planning strategies, master plans, and long-term capital investment roadmaps aligned with organizational objectives. Lead infrastructure planning initiatives covering transportation, utilities, energy, water, telecommunications, public facilities, industrial assets, and digital infrastructure. Collaborate with Engineering, Project Management, Urban Planning, Construction, Utilities, Environmental Management, Finance, Procurement, Government Relations, Operations, and Executive Leadership to deliver integrated infrastructure solutions. Conduct infrastructure needs assessments, demand forecasting, feasibility studies, cost-benefit analyses, capacity planning, and scenario modeling to support strategic decision-making. Develop infrastructure investment plans, asset lifecycle strategies, prioritization frameworks, and multi-year capital improvement programs. Coordinate planning activities with government authorities, regulatory agencies, consultants, utility providers, developers, contractors, and community stakeholders. Evaluate infrastructure risks, resilience strategies, climate adaptation measures, sustainability objectives, and operational requirements throughout the planning lifecycle. Support land use planning, permitting processes, utility coordination, right-of-way planning, and regulatory approvals for infrastructure projects. Monitor key performance indicators (KPIs) including project readiness, capital plan delivery, infrastructure capacity utilization, planning cycle efficiency, regulatory compliance, budget performance, stakeholder satisfaction, and sustainability outcomes. Conduct infrastructure audits, asset assessments, benchmarking studies, risk analyses, and continuous improvement initiatives. Ensure compliance with UAE infrastructure regulations, planning standards, environmental requirements, building codes, health and safety regulations, and organizational governance policies. Manage infrastructure planning budgets, engineering consultants, technical advisors, GIS specialists, planning software, and strategic infrastructure initiatives. Drive digital transformation initiatives through Geographic Information Systems (GIS), Building Information Modeling (BIM), artificial intelligence (AI)-powered infrastructure analytics, digital twins, predictive asset planning, cloud-based collaboration platforms, workflow automation, and business intelligence solutions. Utilize Arc GIS, QGIS, Autodesk Auto CAD, Autodesk Civil 3D, Autodesk Revit, Bentley Open Roads, Bentley Open Cities, Primavera P6, Microsoft Project, SAP, Oracle Primavera, Microsoft 365, Power BI, Tableau, and infrastructure asset management platforms to optimize planning performance and generate actionable insights. Prepare executive dashboards, infrastructure planning reports, feasibility studies, investment analyses, capacity assessments, risk evaluations, and strategic recommendations for senior leadership. Lead, mentor, and develop infrastructure planners, engineers, GIS analysts, project coordinators, and cross-functional teams while fostering a culture of innovation, collaboration, sustainability, accountability, and continuous improvement. Requirements Bachelor's degree in Civil Engineering, Infrastructure Engineering, Urban Planning, Construction Management, Architecture, Environmental Engineering, Transportation Engineering, or a related field. Master's degree in Infrastructure Planning, Civil Engineering, Urban Planning, Project Management, Business Administration (MBA), or a related discipline is highly advantageous. Professional certifications such as PMP, PRINCE2, Chartered Engineer (CEng), Professional Engineer (PE), PMI-SP, Certified Infrastructure Asset Manager (CIAM), or equivalent are preferred. Minimum 5 years of experience in infrastructure planning, civil engineering, transportation planning, utilities planning, capital planning, or related roles. At least 2 years of experience managing infrastructure planning programs, multidisciplinary engineering teams, capital investment projects, or strategic planning initiatives preferred. Strong understanding of infrastructure planning, asset lifecycle management, capital investment planning, transportation systems, utility networks, sustainability principles, risk management, and regulatory compliance. Experience with Arc GIS, QGIS, Autodesk Auto CAD, Civil 3D, Revit, Bentley Open Roads, Primavera P6, Microsoft Project, SAP, Oracle Primavera, Microsoft Office Suite, Power BI, Tableau, and infrastructure planning platforms. Familiarity with AI-powered infrastructure analytics, digital twins, predictive asset management, BIM, smart city technologies, IoT-enabled infrastructure monitoring, cloud collaboration tools, and advanced planning solutions is highly advantageous. Strong leadership, communication, stakeholder management, analytical thinking, strategic planning, organizational, financial analysis, project management, and problem-solving skills. Ability to manage multiple infrastructure planning initiatives while balancing technical requirements, regulatory obligations, budgets, timelines, environmental considerations, and organizational priorities. Ability to work effectively in a remote environment with distributed engineering teams, government agencies, consultants, contractors, utility providers, and global stakeholders, with occasional travel to project sites and planning meetings as required.
