JOB TITLE: PSCM SPECIALIST (Sajaa Asset)

REPORTING TO: Procurement Supply Chain Manager (Sajaa Asset)

LOCATION: UAE

LEADERSHIP RESPONSIBILITIES: Administration Assistant

JOB PURPOSE:

Participates in and may lead the development and execution of sourcing initiatives. Develop and execute sourcing strategies in alignment with applicable market sector and commodity strategies. The role includes understanding the local business objectives and desired outcomes, engaging internal customers, understanding options and risks associated with contracting activities, building contractor relationships in order to achieve superior contractor performance, negotiating commercial terms to deliver best value solutions, and the measurement/reporting of the value delivered In addition, the successful candidate will be responsible to assure PSCM accepted processes and procedures are implemented.

MAIN RESPONSIBILITIES:

· Timely procurement/contracting of materials/services obtaining best value for money.

· Represents Petrofac with the key suppliers/contractors, ensuring the asset’s performance requirements are understood and being met.

· Regular reporting of ongoing activities and follow-up.

· Engages other team leaders and staff, leading and contributing to the development of improved PSCM strategy and practice in the asset.

· Understands the local business/market sector requirements for third party goods and services

· Negotiating contract terms and conditions with the support of legal.

· Engages the business and provide guidance on PSCM process and risk management.

· Manages supplier relationships, engagement and involvement including expediting and logistics.

· Conducts the full sourcing process which includes development of scope, supplier selection, commercial negotiation, and contract execution.

· Participates in the development and implementation of supplier performance management strategies.

· Provides on-going contract cost/claims management and risk assessment for up to 30 contracts/200 POs.

· Maintaining complete documentation in company prescribed forms and document management systems.

· Regular reporting of activities and plans

Skills

QUALIFICATIONS, EXPERIENCE & JOB SKILLS

Qualifications required

University Degree in engineering, technical or legal

Post-graduation/professional qualification in PSCM or QS is preferred

Experience required

Five-Seven years experience in contracting and technical roles within Procurement and Supply Chain Management including the actual preparation of Contracts from strategy preparation through the Tendering process, award, post-contract administration and close out.

· Working with successful team

. Oil and Gas Experience with operator or oil field services company

· Estimating and costing experience

· A working knowledge of service contracts and International commercial laws and arbitration procedures

· Sourcing of services from around the world but primarily USA, Europe and Asia.

· An eye for detail is essential as is commercial awareness and ability to ensure agreements placed add value to the Asset.
