MAIN OBJECTIVE OF ROLE

To maximise the daily utilisation of resources and provide a daily resource allocation plan by optimally allocating the key operational resources (including manpower, equipment, and facilities).

KEY RESPONSIBILITIES

1.    Ensures the daily availability of adequate qualified staff to meet the requirements of the operations, considering all aspects of manpower planning calculations based on the scheduled and unscheduled tasks.
2.    Communicates real time updates directly to Airport staff ensuring work is conducted as efficient as possible and reallocates tasks as required.
3.    Keeps track of all teams on shift (schedules, locations, etc.) as well as all leave allocations, absences etc.
4.    Reviews and ensures that all overtime related information is updated in resource management system.
5.    Provides input into the scenario analysis testing (what-if) and monitors the execution of manpower optimisation initiatives whilst acting as technical liaison between vendor and IT (with regards to the planning rostering, pre-planning and real time control (RTC) systems).
6.    Provides input into resource requirements/business cases prepared by the department for additional, replacement resources keeping in view the yearly budget plan, KPIs and other parameters. 
7.    Implements unscheduled manpower plans to cater for high demand scenarios and provides feedback on its execution.
8.    Provides a 24-72 hour shift plans taking into account expected demands, schedules and roster resources while accounting for any unplanned situations (sicknesses, flight diversions etc.). 
9.    Improves operational efficiency and productivity by utilizing specialist knowledge of the decision support system (resource management system (RMS), Real-time control (RTC), check-in system DCS, or third-party management system, etc.) 
10.    Ensures smooth handover for staff whose shift has ended and those who have begun their shifts. 
11.    Monitors shortage in manpower due to absenteeism-leaves and liaise with section supervisors to adjust allocation of available resources to cover all passenger services activities and avoid delays.
12.    Evaluates feedback from real time control (RTC)/statistics reports on engagement rule variations and utilise information t review and recommends revised engagement standards this will help in an optimised plan-deliver review cycle. 
13.    Prepares and maintains all regular/adhoc reports pertaining to the KPI, short and long terms manpower status/requirements, engagement rules and master rosters on a weekly, monthly basis for senior management make informed resource and manpower related decisions.

Qualifications

MINIMUM QUALIFICATIONS / EXPERIENCE/ KNOWLEDGE / SKILLS

Minimum Education Level Required

  • Bachelor’s Degree (or equivalent)

Experience Specific Requirements

  • Preferred No. of Years (with Relevant Degree) - 3
  • Preferred No. of Years (without Relevant Degree) - 5

Systems, Licensing, Language or Certification Requirements

  • Experience in airport operations (preferably in fields related to resource management and scheduling)
  • Minimum of 3 years using RMS (preferably INFORM RMS)

ISR Requirements

Reads and complies with the ISR policies of the Company and diligently reports any weakness or incidents to the respective Line Manager or the Information Security team. Completes all required ISR awareness sessions and follows associated guidelines in the day to day business operations.
