Medical Liaison Manager (MedEvac) for International NGO

Context: 
In response to the humanitarian crisis in Gaza resulting from ongoing conflict, Médecins Sans Frontières (MSF) is embarking on a study to assess the feasibility of organizing medical evacuations (medevac) for critically ill patients to European Union (EU) or MENA countries willing to provide medical treatment. The collapse of the medical system in Gaza has left many patients without access to adequate care, necessitating the need for external medical interventions.

Purpose of the Function: 
Based in Cairo, the Liaison - Medical Liaison Officer (PC) will play a key role in facilitating and optimizing the MedEvac process, starting from patient identification in Gaza to the handover of patients and caretakers to the host country's embassy in Egypt. The PC will work closely with field teams in Gaza and Egypt to ensure the smooth execution of the MedEvac process and liaise with embassies for patient transfers.

Team Composition:
The Liaison - Medical Liaison Officer will manage:
1 Medical Liaison Officer in Gaza
1 Liaison / Protocol Officer at the Palestinian / Egypt Border crossing
1 Medical Liaison Officer in Egypt.
And will collaborate with MSF Belgium (OCB) and France (OCP) Medical Coordinators in Jerusalem and E- Project Medical Referent (PMR) in Gaza.

Main Responsibilities:

  • Manage and oversee the field teams in Gaza and Egypt responsible for the MedEvac process.
  • Act as the primary liaison with host country embassies once a receiving country accepts patients identified by MSF.
  • Coordinate and oversee administrative processes to support and facilitate patient transfers.

Project Management:

  • Lead and oversee all aspects of the MedEvac project in Gaza and Egypt, including planning, implementation, monitoring, and evaluation.

Team Management:

  • Manage and provide guidance to field teams in Gaza and Egypt involved in the MedEvac process.
  • Conduct regular team meetings, and ensure effective communication and collaboration among team members.
  • Patient Identification and Coordination:
    1. Collaborate with medical teams in Gaza and Jerusalem to consolidate medical and administrative dossier for patients requiring medical evacuation.
    2.  Coordinate patient referrals and assessments, ensuring timely and accurate documentation of medical needs and conditions.

Liaison with Receiving Countries and Embassies:

  • Serve as the main point of contact with embassies of host countries that agree to receive patients identified by MSF.
  • Establish and maintain effective communication channels to facilitate the transfer of patients and caretakers.

Administrative Oversight:

  • Oversee administrative processes related to patient transfers, including documentation, visa applications, and logistical arrangements if necessary.
  • Ensure compliance with relevant regulations and protocols governing medical evacuations from the host country.

Quality Assurance and Patient Care:

  • Ensure the provision of high-quality care and support to patients throughout the MedEvac process.
  • Collaborate with medical teams to address patient needs, monitor treatment progress, and respond to any emergencies or complications.

Advocacy and Stakeholder Engagement:

  • Engage with Egypt governmental authorities, diplomatic representatives, and other relevant stakeholders to facilitate smooth and efficient patient transfers.

Reporting and Documentation:

  • Prepare regular progress reports, updates, and documentation on the MedEvac project activities and outcomes.
  • Maintain accurate records of patient cases, including medical histories, treatment plans, and follow-up care.

Capacity Building and Training:

  • Identify training needs among project teams and coordinate capacity-building initiatives to enhance skills and knowledge related to MedEvac operations.

Emergency Response and Crisis Management:

  • Respond promptly to any emergencies or unforeseen challenges during the MedEvac process, implementing appropriate measures to address critical issues.

Reports To:

  • MedEvac Focal Point, Epool OCB.
  • MedEvac Liaison - Medical Liaison Officer, Emergency Desk OCP (based in Amman).

Key Requirements:Medical preferred; non-medical possibleEgyptian national preferred for work visa constraintsBachelor's degree in a relevant field (e.g., Public Health, International Relations, Project Management).Proven experience in project coordination or management, preferably in humanitarian or healthcare settings with MSF an added valueStrong organizational and interpersonal skills with the ability to work effectively in a multicultural environment.Excellent communication skills in Arabic and English.Experience working with NGOs, government agencies, or diplomatic entities is an asset.Ability to handle multiple tasks and prioritize effectively in a fast-paced, dynamic environment.Duration: The position is [ fixed-term] based in Cairo, Egypt. Application Process: Please apply with cover letter by May 5th 2024.
