Jaa S39 is building a jurisdiction-as-a-service infrastructure layer that allows Saa S and digital services to operate in highly regulated markets under the laws and sovereignty of the host country.
Born in Switzerland, Jaa S39 provides a neutral framework so that:data, control and accountability stay within the national jurisdiction,foreign technologies operate under local law and oversight,governments and critical institutions can rely on a trusted Digital Fiduciary to protect their sovereignty in the digital realm.
We are entering production:our cryptographic control plane and SDK are being built with two top-tier Swiss engineering firms;the Swiss jurisdiction is planned to be operational around May 2026, with pilots already in progress.
We now want to prepare the United Arab Emirates as one of the first international jurisdictions in the Jaa S39 universe.
This is an entrepreneurial, two-stage role for someone who cares deeply about UAE sovereignty and wants to build a national digital jurisdiction, not just take another corporate job.
Orchestrator (mission-based / part-time or flexible)
In Phase 1, you will orchestrate the creation of the UAE as a Jaa S39 jurisdiction, working closely with the Swiss HQ.
You will:Sovereign capital & alignment Engage with UAE-based capital (family offices, strategic investors, institutions) that understand the importance of digital sovereignty and jurisdictional control. Help shape an investment structure that respects UAE sovereignty while connecting to our Swiss parent company. Digital Fiduciary & local anchoring Identify and help shape a UAE-based entity or institution capable of acting as a Digital Fiduciary – a local guardian of digital sovereignty and accountability. Ensure that the operating setup is clearly anchored in UAE law, governance and values. First sovereign use cases / pilots Work towards one or more serious pilots with UAE government entities or regulated institutions, where:jurisdiction,sovereignty, and control over data and operations are central. Act as a bridge between Swiss engineering & legal teams and UAE leadership and stakeholders, making sure the model fits the UAE context and long-term vision.
Phase 1 is ideal for an Emirati leader or long-standing UAE-based actor who can invest time and relationships in a high-upside mission alongside existing activities.
If agreed milestones in Phase 1 are achieved, the intention is to transition you into a senior leadership role as:
UAE Jurisdiction Lead – Jaa S39
In Phase 2, you will:Lead the operation, growth and positioning of the UAE jurisdiction Represent the UAE digital sovereignty narrative in discussions with global Saa S providers, cloud platforms and strategic partners Build and manage a small, trusted local team as needed Maintain close relationships with government, regulators, investors and key institutions
Compensation in Phase 2 will be structured as a senior executive role in line with the stage and responsibilities, including equity / ESOP aligned with the success of the UAE jurisdiction
This role is not:a standard expat country manager position with a large fixed package on day one,a classic consulting mandate on retainer,a pure sales / business development agent role.
This role is:a sovereignty-focused, entrepreneurial mission to help design and anchor a national digital jurisdiction for the UAEa path to become the UAE Jurisdiction Lead with real responsibility and aligned upsidean opportunity for someone who wants to own and steward a strategic national asset in the digital space.
Ideal Profile We are especially interested in candidates who bring:Identity & roots UAE national (strong preference), or a long-standing UAE resident with deep local ties. Strong understanding of the UAE’s values around stability, sovereignty and long-term nation-building. Background – one or more of the following Experience in government, national initiatives, digital government, critical infrastructure, regulation or defence/security. Experience in cloud, Saa S, telecoms, digital infrastructure or enterprise technology. Experience working with family offices, sovereign wealth funds, strategic investors or major national groups. Track record Proven ability to assemble and execute complex initiatives (capital, partnerships, programmes, JV-type structures). Comfortable operating at the intersection of policy, technology and business. Ideally, the feeling of having “already built something once” – a company, a division, a major programme. Mindset Deep respect for UAE sovereignty and leadership, combined with pragmatism and action orientation. Comfortable with a two-stage model where stronger rewards follow successful orchestration. Able to work autonomously while coordinating with a Swiss HQ and international actors.
