Job Summary: We are hiring an experienced management consultant to support the Digital Program Management Office responsible for monitoring and enabling the delivery of a national digital transformation strategy. The DPMO ensures that government-led strategic initiatives are effectively implemented, aligned with broader development objectives, and deliver measurable value. This role requires a combination of public sector experience, strategic planning skills, and strong bilingual communication capabilities.This is a 10-month contract, onsite in Doha, Qatar.Key Responsibilities Performance Management, Executive Reporting & Strategic Insights Develop and monitor KPIs across portfolios; produce annual and monthly performance reports for senior leadership; conduct data-driven analysis on initiative performance and value realization. Deliver executive-ready reporting with strong analytical rigor and attention to detail, including clear narratives, key insights, and decision-oriented recommendations. Drive KPI and performance-management routines (definitions, baselines, targets, reporting cadence, data validation, and variance/root-cause analysis). Master Plan & Delivery Tracking (Microsoft Project) Maintain and continuously update the programme/portfolio master plan (milestones, dependencies, critical path, resources) using Microsoft Project Track interdependencies and progress vs. plan; proactively flag slippages, risks, and required mitigation actions. Project & Portfolio Management Draft, review, and update project charters; define project scopes; manage and reallocate project budgets; and assess initiative overlaps to streamline delivery and reduce redundancies. Support project management and operational execution of VRO processes (governance cadence, issue escalation, RAID management, action tracking, and follow-ups). Stakeholder Coordination & Strategic Alignment Facilitate effective coordination across government entities; support alignment of priorities; prepare briefing material and documentation for high-level meetings. Lead stakeholder alignment across multiple entities, ensuring timely inputs, agreement on KPIs, and consistent reporting. High-Level Communications (Bilingual) Draft official correspondence, strategic reports, and executive presentations in both English and Arabic for senior government stakeholders and external partners. Ensure fluency in Arabic and English (written and verbal) for executive communications, workshops, and senior-level engagements.Required Experience & Skills 10+ years of experience in strategy execution, digital transformation, PMO operations, or public sector consulting. Mandatory experience working with government entities, ideally within Qatar or the GCC. Proven experience with government project/program management, including oversight and execution, with a preferable background in project management and/or operations. Deep knowledge of strategic planning, portfolio management, and KPI tracking, including performance-management frameworks and executive reporting. Strong analytical skills and attention to detail, with the ability to translate complex updates into clear executive insights. Demonstrated communication and stakeholder-alignment skills within government settings, ensuring multi-entity alignment and coordination. Microsoft Project proficiency with experience maintaining master plans (dependencies, milestones, critical path). Preferable experience in / strong understanding of the technology sector (e.g., digital platforms, data/AI, cybersecurity, cloud, ICT operating models, or major tech-enabled transformation programmes). Bilingual fluency in Arabic and English (spoken and written) is essential. Bachelor’s degree in Public Policy, Business Administration, ICT, Engineering, or related field; Master’s preferred. PfMP, PgMP or equivalent portfolio/program management certification (preferred).
