Job Purpose

To ensure the quality, integrity, and compliance of RTA’s digital licensing systems by leading evaluation, testing, and post-launch monitoring activities. The role drives continuous improvement in system reliability, security, and performance through rigorous quality assurance frameworks aligned with RTA’s digital governance and innovation strategy.

Roles And Responsibilities

Strategy

Lead and oversee govern the development, implementation, and continual refinement of quality assurance frameworks, regulatory controls, and testing standards for licensing systems, in line with RTA digital governance principles and future-oriented architectural standards. Oversee the definition and continuous maintenance of service-quality benchmarks for system performance, data integrity, security, and user experience across all digital Licensing channels. Support the strategic governance and planning of quality control priorities, encompassing AI-enabled validation, integrated system assurance, and lifecycle management of digital solutions

Operations

Manage and execute User Acceptance Testing (UAT) in coordination with stakeholders to ensure all system functionalities, workflows, and interfaces are validated and approved in accordance with established acceptance criteria. Ensure the integrity and accuracy of licensing systems involved in exchanging and collecting violations issued by internal and external authorities. Supervise the provision of required test data to Licensing Institution partners for integration checks, ensuring full alignment with approved policies. Conduct periodic reviews of licensing-system operators and service providers to ensure adherence to integration requirements, information-security standards, and reporting obligations to the Security and Control Department. Review and analyse system-failure reports and technical issues submitted by support teams, assess solution effectiveness, and coordinate with relevant units to address root causes. Conduct comprehensive functional, performance, security, and compliance testing for system releases, and review and endorse quality control documentation, test results, and supporting evidence to ensure compliance with technical specifications and governance standards prior to deployment and production rollout. Supervise system behaviour after deployment by detecting irregularities, managing defect resolution with technical teams, and ensuring continuous and stable system operations.

Product / Process Improvement

Support quality control and system-validation processes by refining UAT methodologies, documentation practices, and compliance tracking mechanisms. Enhance governance frameworks, quality standards, and system controls to mitigate the risk of recurring technical failures and improve overall system reliability Analyse post-launch system performance data to identify recurring quality issues and recommend process improvements for testing, deployment, and monitoring. Document lessons learned and contributed to the continuous enhancement of quality assurance methodologies and automation frameworks.

Physical Working Conditions

Primarily office-based role with regular collaboration with internal teams, IT units, and service-provider representatives, may require occasional visits to partner facilities or system-testing locations as necessary.

Qualifications

Bachelor’s degree/Master’s degree in Computer Science, Systems Engineering or related field3+ years in case of Master's degree or higher (5+ years in case of Bachelor's degree)
