Lead HSE activities across power project sites and ensure effective implementation of the project HSE plan.
Develop, implement, review, and monitor HSE procedures, risk assessments, method statements, and emergency response plans.
Ensure compliance with UAE HSE legislation, client requirements, project specifications, and applicable international standards.
Conduct regular site inspections, safety audits, compliance reviews, and behavioral safety observations.
Identify hazards and assess risks associated with construction, electrical, civil, mechanical, lifting, excavation, working at height, and other project activities.
Recommend and implement appropriate control measures in accordance with the hierarchy of controls.
Review and approve risk assessments, Job Safety Analyses, Method Statements, and Permit-to-Work requirements.
Monitor implementation of Permit-to-Work systems, Lockout/Tagout, electrical isolation, confined-space entry, hot work, excavation, lifting, and work-at-height controls.
Ensure safe execution of electrical and construction activities, particularly around HV/EHV equipment, substations, energized systems, and temporary electrical installations.
Conduct regular toolbox talks, safety briefings, induction programs, awareness campaigns, and HSE training for employees and subcontractors.
Develop and deliver HSE training programs based on project activities, identified risks, and workforce competency requirements.
Monitor subcontractor HSE performance and ensure compliance with approved HSE plans, procedures, and contractual requirements.
Investigate incidents, near misses, unsafe acts, unsafe conditions, and environmental events and identify root causes.
Prepare incident investigation reports and ensure corrective and preventive actions are implemented and closed within agreed timelines.
Monitor HSE leading and lagging indicators and prepare daily, weekly, and monthly HSE performance reports.
Maintain HSE statistics, records, inspection reports, audit findings, incident logs, training records, and corrective action registers.
Coordinate emergency preparedness activities, including fire drills, evacuation drills, rescue exercises, first-aid arrangements, and emergency response procedures.
Ensure adequate availability and inspection of firefighting equipment, first-aid facilities, emergency equipment, PPE, and safety signage.
Monitor proper selection, availability, use, and maintenance of PPE across project sites.
Ensure safe lifting operations by reviewing lifting plans, crane operations, lifting accessories, rigging practices, and competency requirements.
Monitor excavation, trenching, scaffolding, temporary works, access routes, work platforms, and other high-risk construction activities.
Ensure proper housekeeping, waste management, material storage, traffic management, and site access controls.
Monitor environmental aspects including waste disposal, spill prevention, dust control, noise, water management, and pollution prevention.
Ensure hazardous substances and chemicals are properly identified, stored, handled, labeled, and disposed of.
Conduct HSE audits of subcontractors, suppliers, workshops, warehouses, and project facilities.
Coordinate with clients, consultants, authorities, and internal teams on HSE matters, inspections, audits, and corrective actions.
Participate in project planning and provide HSE inputs during construction methodology, work sequencing, resource planning, and design reviews.
Review HSE requirements for new activities and ensure appropriate controls are established before work commencement.
Stop unsafe work where an immediate risk to personnel, equipment, environment, or property is identified and ensure safe conditions are established before restarting.
Support management in developing HSE improvement initiatives, campaigns, and safety culture programs.
Track HSE observations, non-conformances, corrective actions, and close-out status.
Conduct regular HSE performance reviews with project management and recommend improvement measures.
Mentor HSE officers, engineers, supervisors, and site personnel on safe work practices and regulatory requirements.
Ensure project HSE documentation is maintained and available for internal, client, and regulatory audits.
Support project close-out by ensuring all HSE records, environmental documentation, incident reports, and compliance requirements are properly completed.
Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
Typically 7–10 years of relevant HSE experience, preferably within power, EPC, construction, infrastructure, or industrial projects.
Strong experience in HSE management for power projects, substations, electrical infrastructure, or large-scale construction projects.
NEBOSH International General Certificate or equivalent HSE qualification is preferred.
IOSH, OSHA, ISO 45001 Lead Auditor/Lead Implementer, or other recognized HSE certifications will be an advantage.
Strong knowledge of UAE HSE legislation, construction safety requirements, and client/authority standards.
Good understanding of electrical safety, HV/EHV systems, substations, LOTO, electrical isolation, and energized-work controls.
Strong knowledge of construction safety including working at height, lifting operations, excavation, confined spaces, scaffolding, hot work, and temporary works.
Experience in incident investigation, root-cause analysis, risk assessment, auditing, inspections, and corrective action management.
Strong knowledge of environmental management, waste management, pollution prevention, and emergency preparedness.
Experience managing HSE requirements for subcontractors and multidisciplinary project teams.
Excellent communication, leadership, training, reporting, and problem-solving skills.
Proficiency in MS Office and HSE reporting/documentation systems.
Ability to work independently, influence site teams, and maintain high safety standards under demanding project conditions.
UAE/GCC project experience is preferred.
