عن الوظيفة:
- إدارة التحسين المستمر لأداء الصحة والسلامة، وتأسيس وصيانة عمليات آمنة وموثوقة، وتوفير قيادة فعالة للموظفين والسفن، والإدارة الفعالة للتكاليف التشغيلية. تحقيق الحد الأقصى من استغلال السفن والحد الأدنى من وقت التوقف، ووضع الأهداف والغايات في هذا الصدد، وضمان عمل الأسطول بأقصى طاقة استغلال.
- التنسيق مع قادة الفرق الآخرين في الشركة لتعزيز العمل الجماعي بين الإدارات المختلفة
المسؤوليات الرئيسية
• إعداد والتوصية بالميزانية البحرية للأسطول ومراقبة الأداء المالي مقابل الميزانية لضمان التوافق، مع تقليل أي نفقات غير ضرورية بالتنسيق مع القسم الفني.
• مراجعة جميع تقييمات المخاطر المتعلقة بالعمليات البحرية وضمان التخفيف من كافة المخاطر.
• عضو في فريق الاستجابة للطوارئ البري لحالات طوارئ السفن.
• توجيه الربابنة والموظفين بشأن كافة الأمور البحرية.
• صيانة ومراجعة وتحسين وتطوير الإجراءات البحرية للشركة حسب الحاجة.
• إجراء تدقيق ملاحة سنوي على متن السفن والتدريب البحري لموظفي السفن على متنها لتحسين المعايير، ويفضل أن يكون ذلك خلال رحلة قصيرة. إدخال نتائج تدقيق الملاحة في قاعدة بيانات تدقيقات الملاحة ومتابعة جميع النواقص والعيوب حتى معالجتها وتأكيد إغلاقها.
• مسؤول عن المراجعة الشهرية لجميع السجلات والتقارير والمستندات البحرية الخاصة بالسفن.
• المساعدة في مراجعة جميع التقارير المتعلقة بالسلامة من السفن والتقارير المماثلة الأخرى من مصادر أخرى.
• المساعدة عند الحاجة في المشاريع والمبادرات المتنوعة.
• إجراء التحقيقات في الحوادث/العوارض، وتحليل الأسباب الجذرية، واقتراح الإجراءات التصحيحية/الوقائية، وتقديم النتائج عند التكليف بذلك ضمن فريق التحقيق في الحوادث لأي حوادث بحرية.
• التحقق من أن وثائق وشهادات أسطول السفن تتوافق مع جميع اللوائح والتوافقات الدولية/المحلية، والتشريعات، ومتطلبات دولة العلم وهيئات التصنيف والمعايير البحرية المعتمدة لتحقيق أهداف الأداء وضمان سير العمليات بسلاسة.
• تزويد السفينة بالبيانات الملاحية لمنع المخاطر الملاحية عند الطلب.
• ضمان توفير جميع التحديثات والتصحيحات الأسبوعية والتراكمية والسنوية للخرائط والمطبوعات الملاحية على متن السفينة في الوقت المناسب.
• الحفاظ على تحديثات نظام إدارة السلامة (SMS) مع التحسين المستمر لإنتاج إجراءات عالية الجودة والدقة والكفاءة والملائمة. تقديم وتطوير أفكار جديدة وبناءة قابلة للتطبيق على القضايا البحرية.
• ضمان امتثال جميع السفن للمتطلبات القانونية والأنظمة الأخرى القابلة للتطبيق واتخاذ إجراءات تصحيحية عند الضرورة في المسائل البحرية.
• التنسيق لمدونة ISM، وISPS، وMLC، والتدقيق الداخلي، ومعايير/لوائح ISO 9001، و14001، و45001، و50001، و55001، وتفتيشات SIRE، وRightship، وOHSAS 18001 (داخلياً وخارجياً).

• المسؤولية عن جميع عمليات الاستحواذ والمعاينات والخدمات والإصلاحات البحرية الخاصة بالسفن.
• تقديم اقتراحات للتحسينات والتوفير ضمن نطاق المسؤولية.

• المشاركة في التحقيق في جدول تدريب وتطوير الطاقم ومراقبته، مع التركيز بشكل خاص على الإلمام بنظام ISM.
• المساعدة في تنفيذ سياسات الصحة والسلامة والأمن والجودة والبيئة بالشركة وما إلى ذلك (ضمن نطاق المسؤولية المتعلق بالمسائل البحرية).
• المساعدة في المراجعة الإدارية الدورية لنظام إدارة الشركة، وتسجيل النتائج من المراجعات واقتراح الإجراءات إذا لزم الأمر (ضمن نطاق المسؤولية المتعلق بالمسائل البحرية).
• وضع خطط التدقيق السنوية لإدارة السلامة الدولية (ISM) والأمن البحري (ISPS)، وترتيب وتنسيق عمليات التدقيق الداخلي، والمشاركة فيها ومتابعة الإجراءات التصحيحية (ضمن نطاق المسؤولية المتعلق بالمسائل البحرية).
• التواصل والتنسيق مع السفن في مسائل السلامة والملاحة والعمليات والصحة والجودة والأمن والبيئة، بما في ذلك الرد الشهري على السفن بشأن تقارير السلامة الشهرية وتقارير الحوادث الوشيكة.
• متابعة جميع ملاحظات رقابة دولة الميناء (PSC) حتى إغلاقها.
• تحديث قاعدة بيانات تدقيقات وفحوصات شركات النفط الكبرى (Oil Major Vetting).
• زيارة السفن لإجراء التفتيشات البحرية والتفتيشات التمهيدية للتأهيل (Pre-vetting) أو تقديم المساعدة في التدقيق. ضمان تسجيل ومتابعة جميع النواقص الملاحظة أثناء زيارة السفينة وحفظها في المحرك المشترك.
• المساعدة في ترتيب التدقيقات الخارجية للسلامة والتدريب على متن السفينة بالتنسيق مع شركة التدقيق أو التدريب المعينة.
• تحديد ومراجعة والتحقق من ومراقبة مؤشرات الأداء الرئيسية (KPIs) للشركة والقسم والسفن.
• تطوير الخطة الاستراتيجية للأسطول بما يتوافق مع استراتيجية الشركة لضمان التكامل الرأسي والأفقي مع المبادرات والإدارات المتداخلة الأخرى عبر الشركة.
• تقديم المشورة للسفن والإدارة بشأن أي جديد أو تعديلات في القواعد واللوائح البحرية وتطبيقها على السفن.
• بدء إجراء تعديلات على ممارسات العمل وفقاً للوائح المعتمدة لضمان تنفيذ جميع الأنشطة دون مخاطر على الأفراد أو البيئة أو الأصول.
• دراسة وفحص تقدم الأعمال اليومية والتوصية بإجراء تعديلات على خطة العمل للوفاء بالجداول الزمنية المعتمدة.
الحد الأدنى من المتطلبات:
• شهادة كفاءة ربان (أو ما يعادلها).
• دورة مدقق رئيسي لنظام إدارة السلامة البحرية (ISM).
• شهادة ضابط أمن الشركة (ISPS).
• خبرة عامة إجمالية لمدة 4 سنوات في الإدارة، ويفضل أن تكون في المجال البحري (الشحن والصب/البضائع السائبة)، والصحة والسلامة والبيئة.
• العمل سابقاً ككبير ضباط (الشحن البحري).
• خبرة 4 سنوات في العمل كربان على متن مختلف سفن البضائع الجافة والصب مثل سفن AHTS / PSV / DPII / الربط تحت البحر وسفن SSRV ضمن حقول أدنوك (الجافة).
• مهارات اتصال ممتازة.
• معرفة جيدة باللغة الإنجليزية.
• مهارات كتابة التقارير.
• إتقان استخدام برامج الحاسوب Microsoft Office.
• اللياقة البدنية للتفتيش الفني على مختلف أجزاء السفن.
الشهادات المهنية
• شهادة أهليّة ربان (شهادة أعالي البحار / الدرجة الأولى).

About the Job:
- Manage the continual improvement of Health and Safety performance, establishment, and maintenance of safe and reliable operations, provide effective leadership to staff and vessels, effective management of operational cost. Maximum vessel utilization and minimum downtime, the setting of targets and objectives in this regard, ensure fleet operates at maximum utilization.
- Liaise with other team leaders in the company to promote inter departmental teamwork
KEY ACCOUNTABILITIES
• Prepares and recommends fleet marine budget & monitor financial performance versus the budget to ensure alignment, while minimizing any unnecessary expenditures in conjunction with technical.
• Reviews all marine related risk assessment and ensure all risk are mitigated.
• A member of the shore Emergency Response Team for the vessel’s emergencies.
• Guides Masters and staff on all marine related matters.
• Maintains, reviews, improves and develops as necessary the company marine procedures
• Conducts annual on-board navigation audits and marine related training to ships staff on-board to improve standards, preferably during a short voyage. Input navigation audit results into the navigation audits database and follows up on all deficiencies and defects to closure.
• In charge of a monthly review of all vessel's marine-related logs, reports, records etc.
• Assists in reviewing all safety-related reports from the vessels and other similar reports from other sources.
• Assists as and when required on miscellaneous projects and initiatives.
• Performs accident/incident investigations, root cause analysis, propose corrective/preventive actions and present findings, if so appointed, in the Incident Investigation Team for any marine related incidents.
• Ensures fleet vessels documentations, certifications comply with all international/international regulations, legislation, flag state and classification society requirements and established marine standards in order to meet performance targets and ensure smooth flow of operations.
• Provides the ship with navigational data to prevent navigational hazard when required.
• Ensures all weekly, cumulative and annual corrections for navigational charts and publications are provided on-board in a timely manner.
• Maintains Safety Management System (SMS) updates with consistent improvement to produce quality, accuracy, adequate and efficient procedures. Provide and develop constructive new ideas as applicable to marine issues.
• Ensures compliance with applicable legal and other requirements by all vessels and raise corrective action when necessary related to marine matters.
• Coordinates for ISM, ISPS, MLC, internal audits, ISO 9001, 14001, 45001, 50001, 55001, SIRE, Rightship inspections and OHSAS 18001 standards / regulations. (Internally / externally).
• Prepares / reviews all the marine-related contracts, such as but not limited to, mooring rope/tails, LSA/FFA shore-based maintenance, gas detection repairs and calibrations, PPE etc.
• Receives and reviews ship requests for all marine related requisitions, repairs, survey etc. ensure follow-up and supervision of such request to ensure compliance with class and International Marine Organization (IMO), OCIMF and ICS rules and recommendations while remaining within budgeted costs.
• Responsible for the maintenance and provision of all nautical publications to comply with statutory regulations, company and charterers requirement.
• Reviews all deck officer’s appraisals (including potential candidates) and assess for suitability
• In charge of all vessel's marine-related acquisitions, surveys, services, repairs etc.
• Makes suggestions for improvements and savings within the area of responsibility
• Ensures that proper cost/benefit evaluations are made prior to bringing forward any recommendations
• Participates in investigating and monitoring crew training and development schedule, with particular regards to ISM familiarization.
• Assist in the implementation of the company's health, safety, security, quality and environmental policies etc (within the area of responsibility relating to marine issues).
• Assists in periodical management review of the company's management system, record findings from the reviews and propose actions if necessary (within the area of responsibility relating to marine issues).
• Establishes annual ISM & ISPS audit plans, arrange and coordinate internal audits, take part in audits and follow-up correction actions (within the area of responsibility relating to marine issues).
• Liaises with the vessels in safety, navigation, operations, health, quality, security and environmental matters, including monthly response to vessels relating to vessel monthly safety reports and near miss reports.
• Follow up to a closure of all port state control observations.
• Updates of oil major vetting inspections database.
• Attends vessels to conduct marine inspections and pre-vetting inspections or vetting assistance. Ensure follow up of all deficiencies noted during vessel attendance is recorded and filed in the common drive.
• Assists in arranging external safety audits and on-board training by co-coordinating with the appointed audit or training company.
• Setts, reviews, verifies and monitors companies, Department and Ships’ KPIs.
• Develops the fleet strategic plan in line with the company strategy to ensure vertical and horizontal integration with other interfacing initiatives and departments across the company.
• Advises the vessels and management on any new / amendments on Maritime rules and regulations and implement same on vessels.
• Initiate modifications to work practices in accordance with established regulations to ensure that all activities are carried without risk to personnel, environment or assets.
• Study and examine progress of daily works and recommends alterations to work plan to meet approved schedules
Minimum Requirtments:
• Masters Certificate of Competency (or Equivalent).
• ISM Lead Auditors course.
• ISPS Company Security Officer Certificate.
• 4 years of general experience overall in managing preferably within marine (Shipping and BulK), health, safety and environment field.
• Sailed as Chief Officer (Shipping)
• 4 years of experience Sailed as a Master on board various dry and bulk vessels such as AHTS / PSV/ DPII / mooring subsea and SSRV’s vessels within ADNOC fields (Dry)
• Sound communication skills.
• Good knowledge of English language.
• Report writing skills.
• Use of MS Office computer programs.
• Physical fitness for technical inspection of different areas of the ships.
PROFESSIONAL CERTIFICATIONS
• Master CoC (Class 1 certificate).
