Job Purpose
The Operations Manager oversees the daily operations of the Terminals, ensuring the safety of all employees and assets in accordance with international standards and operational excellence. This role involves the effective implementation and management of the Terminal's business plan. The Operations Manager also manages operations, HSSEQ, and energy management systems, customer relationships, and resources to ensure continuous improvement and alignment with the company's strategic goals and business plan.
Principal Accountabilities
Operations
- Manage all terminal operations, including HSSEQ, maintenance, asset management, and project activities, ensuring safety and compliance with international standards (JIG, API, EI1530, ISGOTT, NFPA, ASTM) and local regulations.
- Actively engage in projects such as QRA, HAZOP, and Process Hazard Analysis (PHA).
- Lead the safe decommissioning and commissioning of project deliverables, adhering to the MOC process.
- Formulate and oversee the operational department's OPEX budget, ensuring timely execution, cost control, and prevention of overruns.
- Assist the Terminals Manager in updating the Business Continuity Plan (BCP) and managing the Terminal's financial performance, risk, and cost control.
Shift and Staff Management
- Set annual operational targets with the team, providing strong leadership and motivation to enhance teamwork, productivity, and individual performance.
- Lead and supervise training needs, annual training plans, and personal development plans within the operations department, tracking and reporting progress based on monthly KPIs.
- Implement required changes in line with organizational objectives and customer requirements.
- Motivate the operational team to enhance their competencies and professional skills.
- Allocate personnel for operational shifts, regularly monitoring and analyzing overtime.
- Approve annual leaves, sick leaves, and other requirements in the SAP system, ensuring no impact on KPIs and operational safety.
- Conduct annual performance appraisals for direct reports in line with HR policy.
Customers
- Maintain effective communication and relationships with customers, implementing actions from Operational Review Meetings and adhering to international standards and best practices.
- Ensure all operational shifts monitor and record daily product inventory, investigating abnormal stock variations to prevent customer complaints.
- Analyze and propose responses to customer complaints in a timely and effective manner.
HSSEQ and Sustainability
- Lead the implementation of the Quality Management System to improve process quality, policies, and procedures, driving continual improvement.
- Oversee operational shifts to maintain optimal emergency preparedness, ensuring regular mock drills align with the HSSEQ annual plan.
- Assist the Terminal Manager with internal and external audits, ensuring timely and effective implementation of corrective actions.
- Act as Deputy Operations Section Head in the Emergency Management Team (EMT), supporting the Terminals Manager.
Additional Responsibilities
- Assume the role of Terminals Manager in their absence, ensuring seamless task execution and operational efficiency.
- Execute ad-hoc operational tasks as instructed by the Terminals Manager.
Experience
- Bachelor's degree in engineering or an equivalent certificate, with a minimum of 10 years of experience in an oil or chemical terminal or oil refinery, including 5 years in a management position with a proven track record.
- Knowledge of international standards (JIG, API, EI1530, ISGOTT, NFPA, ASTM) and maritime standards applicable to terminal operations.
- Project management experience and presentation skills.
- Excellent leadership and motivation skills.
