HSE Manager Responsibilities:

 

Develop and Implement HSE Policies

Create, update, and enforce health, safety, and environmental policies aligned with ADNOC standards, local laws, and international best practices (e.g., ISO 45001, ISO 14001).

 

Risk Management: Identify hazards and assess risks across operations (Oil & Gas Plant, refinery, construction sites, etc.).

Implement risk mitigation measures and regularly update risk registers.

 

Compliance and Legal : Ensure compliance with UAE federal regulations, ADNOC's codes of practice, and international standards.

Lead internal and external HSE audits and manage regulatory inspections. Incident and Accident Investigation. Lead investigations of incidents, near misses, and accidents.

 

Develop corrective and preventive action plans (CAPA).

HSE Training and Awareness

Conduct regular training for employees and subcontractors (toolbox talks, emergency drills, inductions).

Promote HSE culture through workshops, campaigns (like “Goal Zero” in ADNOC).

Monitoring and Reporting

Collect, analyze, and report HSE performance KPIs (e.g., TRIR, LTIFR, SIF).

Report HSE performance to top management monthly/quarterly.

Emergency Response Preparedness: Develop and update Emergency Response Plans (ERP).

Contractor HSE Management: Ensure all contractors and subcontractors comply with project-specific HSE requirements.

Review and approve contractor HSE plans, method statements, and Job Safety Analysis (JSA).

 

Sustainability and Environmental Management: Monitor environmental impacts (waste, emissions, water usage) and ensure sustainability targets are met.

Support ADNOC’s environmental initiatives (like Zero Flaring programs).

 

Leadership and Culture Building: Act as an HSE role model; encourage behavior-based safety (BBS) programs.

Lead by example in promoting ADNOC or Tecnimont’s HSE Vision and Life-Saving Rules.

 

ADNOC Specific Additions:

Implement ADNOC ICV (In-Country Value) HSE-related programs.

Follow ADNOC’s "Life-Saving Rules" strictly across all operations.

Work in coordination with project directors and site managers to maintain HSE excellence during EPC phases.

Support multi-national workforce compliance in mega projects.

Skills

Candidate should have Engineering Degree along with 15+ Years of experience with EPC Oil & gas Project Preferred Certifications:

  • NEBOSH IGC (International General Certificate) — highly important
  • IOSH Managing Safely
  • Lead Auditor (ISO 45001, ISO 14001)
  • OSHA Certification (30-Hour General or Construction Safety)
  • Diploma in Occupational Health and Safety (or equivalent)
