Strategic Responsibilities
•Contribute to KHDA’s sector-wide inspection strategy by providing expert insights, risk assessments, and forward-looking recommendations to enhance quality, compliance, and consistency.
•Support the development and refinement of inspection methodologies, rating tools, rubrics, and evidence frameworks
ensuring alignment with international best practices and UAE regulatory standards.
•Provide senior-level analysis on recurring compliance issues, sector patterns, institutional risk profiles, and emerging trends to inform regulatory and policy enhancement.
•Strengthen Dubai’s inspection ecosystem by participating in cross-government collaborations (MoE, DHA, Civil Defence, Dubai Municipality) to support unified standards and harmonized monitoring approaches.
•Contribute to KHDA’s strategic goals for safety, learner wellbeing, safeguarding, service excellence, and institutional accountability.
•Support continuous improvement of inspection operations by identifying inefficiencies and advising on process, system, and workflow enhancements.
•Act as a knowledge leader by supporting internal capacity-building, contributing to professional learning, and sharing expertise within the inspection team.
Operational Responsibilities
A. Inspection & Monitoring Activities
•Conduct specialized, high-complexity inspections of schools, ECE centres, universities, and training institutes, ensuring alignment with KHDA policies, performance standards, and approved frameworks.
Monitor institutional compliance with licensing terms, governance requirements, operational standards, health and safety expectations, safeguarding protocols, and educational quality indicators.
•Identify violations, categorize non-compliance severity, and provide evidence-based recommendations for enforcement and follow-up.
•Conduct targeted inspections in response to complaints, risk alerts, leadership changes, or serious regulatory concerns.
B. Reporting & Evidence Management
•Prepare advanced inspection reports that reflect accuracy, clarity, professional judgment, and strong evidence integrity.
•Review and validate inspection findings submitted by junior inspectors, ensuring consistency and methodological alignment.
•Maintain complete, structured, and traceable documentation in KHDA systems to support decision-making and audit requirements.
C. Joint Inspections & Stakeholder Collaboration
•Participate in joint inspections with MoE and other government entities, representing KHDA’s technical perspective and ensuring consistent regulatory interpretation.
•Engage with education providers (schools, universities, ECE centres, training institutes) to communicate compliance expectations, clarify requirements, and provide advisory guidance.
•Coordinate with internal KHDA departments (Licensing, Legal, Customer Happiness, Strategy, QAA) to ensure integrated inspection workflows.
D. Sector Analysis & Continuous Improvement
•Analyse inspection data, institutional performance indicators, and compliance trends to identify system-level risks and improvement opportunities.
•Support the enhancement of inspection tools, checklists, rating methodologies, and SOPs to ensure consistency, fairness, and transparency.
•Participate in internal calibration workshops to ensure unified interpretation of inspection standards across teams.
• Recommend improvements to address recurrent institutional gaps and support policy development initiatives.
E. Capacity Building & Advisory
·Provide technical guidance, mentorship, and day-to-day support to junior inspectors and new team members.
·Deliver awareness sessions and compliance orientation briefings to education providers.
·Stay up to date with global and regional developments in educational inspection, quality assurance, and regulatory compliance.
·Bachelor’s degree in education, Quality Assurance, Public Administration, Compliance, Business, Law, or related field.
·Master’s degree preferred (reduces required experience per DGHR table)

·Master’s degree →6 years relevant experience
·Bachelor’s degree →8 years relevant experience
·Extensive experience in inspection operations, compliance monitoring, regulatory oversight, or quality assurance—preferably in the education sector.
·Demonstrated ability to conduct complex inspections, analyze performance data, and prepare high-quality professional reports.
·Strong understanding of UAE/Dubai regulatory frameworks, institutional governance expectations, and educational quality standards.
·Experience collaborating with government authorities on joint inspections is an advantage.
