Oracle Fusion ERP Security Consultant We are seeking a highly experienced Oracle Fusion ERP Security Consultant to lead the design, implementation, governance, and continuous enhancement of secure access controls across Oracle Fusion Cloud applications within a government entity. The consultant will ensure strict adherence to government regulations, national cybersecurity frameworks, audit requirements, and enterprise governance standards while maintaining robust Segregation of Duties (SoD) controls and secure system architecture. The role requires deep expertise in Oracle Fusion Security architecture across HCM, ERP, SCM, and integrations, with proven experience in public sector environments. Key Responsibilities???? Security Architecture Design & Implementation Design and implement a comprehensive Role-Based Access Control (RBAC) framework aligned with government security policies. Configure and maintain Job Roles, Abstract Roles, Duty Roles, and inherited security structures. Customize seeded roles while ensuring compliance with change management policies and audit traceability. Design and implement Data Roles and Security Profiles (LDG, Business Unit, Legal Entity, Department, Position, Ledger, etc.). Configure and maintain Functional Security and Data Security policies. Align security design with government IT governance frameworks and cybersecurity standards. Maintain detailed security design documentation and approval workflows.????️ Segregation of Duties (SoD), Risk & Compliance Conduct comprehensive SoD analysis using Oracle tools and third-party governance solutions. Perform security risk assessments aligned with public sector regulatory requirements. Design and implement preventive, detective, and corrective controls. Collaborate with Internal Audit, Risk Management, Compliance, and Information Security departments. Support external government audits, state audit authorities, and regulatory inspections. Maintain compliance with:National cybersecurity frameworks Government financial control regulations Data protection and privacy laws Public sector procurement and financial governance standards Prepare audit documentation, control evidence, and compliance reports.???? Identity & Access Management (IAM) Manage end-to-end user lifecycle (provisioning, modification, de-provisioning). Configure and manage role mapping and auto-provisioning rules integrated with enterprise IAM solutions. Implement approval workflows aligned with governmental delegation of authority matrices. Manage privileged access, emergency access, and temporary access controls with full audit tracking. Ensure timely removal of access upon employee transfer, retirement, or termination. Coordinate with HR and IT Security teams to enforce least-privilege access principles.???? Integration & Technical Security Secure REST and SOAP web services, FBDI, HDL, and external integrations. Configure and manage Oracle Integration Cloud (OIC) security roles. Manage service accounts, system users, and API authentication mechanisms. Implement secure authentication methods (SSO, OAuth, SAML). Ensure compliance with government data residency and cloud hosting policies. Conduct periodic technical security reviews and vulnerability assessments related to integrations.???? Environment & Change Management Manage security configurations across DEV, TEST, UAT, and PROD environments in compliance with ITIL-based change management practices. Migrate roles and configurations using FSM, HDL, and Security Console with documented approvals. Conduct impact analysis and risk assessments prior to security changes. Maintain security configuration registers and access review logs. Participate in system upgrades, quarterly patches, and regression testing from a security perspective. Qualifications & Experience Education Bachelor’s or Master’s degree in Information Security, Computer Science, Information Systems, or related field. Relevant certifications preferred:Oracle Fusion Cloud Security Certification CISSP / CISM / CISAITIL Certification ISO 27001 Lead Implementer or Auditor (preferred) Experience Minimum 8–12 years of IT experience, with at least 5+ years in Oracle Fusion Cloud Security. Proven experience working within government entities, semi-government organizations, or highly regulated public sector environments. Demonstrated experience supporting:Government financial systems Public sector payroll and HR systems Budgetary control and procurement governance Strong experience in:Segregation of Duties (SoD) design and remediation Audit support and compliance reporting Identity and Access Management integration Enterprise security governance frameworks Experience dealing with state audit authorities and regulatory bodies. Hands-on experience with Oracle Fusion HCM, ERP, SCM security modules. Strong understanding of public sector compliance requirements and cybersecurity mandates.
