Job Purpose


To lead and oversee Public Private Partnership (PPP) programs, ensuring strategic alignment, financial viability, and operational excellence across all project phases, while driving investor engagement, risk management, and compliance with Dubai’s partnership policies and sustainability objectives.


Roles and Responsibilities


  • Develop, implement, and oversee strategic and financial frameworks for Public Private Partnership (PPP) projects, ensuring alignment with the Authority’s long-term objectives and financial sustainability strategy.


  • Study and evaluate commercial and investment opportunities suitable for PPP implementation in coordination with concerned departments, ensuring alignment with strategic priorities and market potential.


  • Conduct comprehensive feasibility and market studies for PPP projects, recommend business models and financial structures, and ensure alignment with international best practices.


  • Identify potential financing scenarios and alternative funding mechanisms for infrastructure and investment projects, analyze local and international financing options, and recommend optimal structures to enhance project bankability and investor appeal.


  • Oversee the end-to-end management of PPP projects from bid preparation through construction and operation phases ensuring performance, compliance, and achievement of contractual objectives across the full concession period.


  • Supervise bidding processes for partnership projects, including evaluation of technical and financial offers, participation in negotiations, and coordination with legal, procurement, and financial departments for contract finalization.


  • Monitor and report on PPP project implementation, performance metrics, and risk exposure; identify operational challenges and propose corrective measures for affected or underperforming contracts.


  • Coordinate roadshows and promotional events to attract qualified private sector partners, ensure competitive bidding, and enhance the visibility of upcoming PPP investment opportunities.


  • Identify gaps, risks, and obstacles in existing or potential partnerships; propose mitigation measures, development plans, and enhancement initiatives to improve project outcomes.


Education


  • Bachelor’s or Master’s in Engineering (Civil/Industrial/Electrical), Economics, Finance, or Business Administration (Strategy/Finance)


Experience


  • 9+ years in case of Master’s degree(11+ years in case of Bachelor’s degree)


Qualification


  • Certification including CFA (Preferred)
