Strategy


• Prepare and analyse departmental workload distribution, staffing needs, and developmentplans; provide recommendations to optimize resources and support HR decisions.• Contribute to departmental work plans, programs, and budget preparation, includingfeasibility studies and technical analyses.• Support the assessment of quality level and standards by preparing required data,documentation, and reports.Operations• Address customer-related matters such as complaints, reports, suggestions, and satisfactionlevels, proposing solutions to enhance service quality.• Contribute in preparation of corrective action plans based on employee and customerhappiness surveys and oversee their implementation.• Monitor and analyse human resources matters, including employee affairs, promotions,workload distribution, and development plans, ensuring alignment with institutional policies• Draft, review, and distribute official correspondence, presentations, and reports for theDirector’s Office.• Prepare, review, and validate departmental reports to ensure accuracy, reliability, andusefulness for decision-making and performance improvement.• Assist in preparation of communication plans with partners and customers, ensuring timelyupdates and follow-ups.Product / Process Improvement• Analyse project and financial data to identify risks, forecast costs, and recommend cost-savinginitiatives.• Propose improvements to technical reporting systems, leveraging AI and data tools toenhance accuracy and timeliness.• Support committees by preparing agendas, documenting minutes, and trackingimplementation of recommendations.• Contribute to support modernization of commercial and investment spaces across Authoritybuildings to enhance utilization and revenue potential.• Support leadership in continuous improvement initiatives across departmental processes tostrengthen service quality, efficiency, and institutional excellence.


  • Bachelor's degree/master's degree in business administration or engineering management
  • 3+ years in case of master’s degree (5+ years in case of bachelor’s degree)
  • Proficiency in core data analysis and reporting
  • Ability to conduct feasibility studies and impact assessments
  • Strong understanding of HR laws, regulations, and compliance requirements
  • Skilled in KPI development and statistical analysis for performance measurement
  • Experience in project management and execution
  • Capability to provide strategic planning and advisory support
  • Competence in budget preparation and financial planning
  • Knowledge of general administrative practices and operational coordination
  • Ability to manage stakeholder relationships and collaborate with developers or cross‑functional teams
  • Experience in technical records management and document control
