Roles & Responsibilities
- Act as the Employer's Consultant's primary representative and key point of contact with the Employer, Design-Build Contractor, authorities and stakeholders.
- Monitor the Design-Build Contractor's performance against contractual obligations, approved programme, quality requirements, health and safety standards, and project objectives.
- Review and assess design submissions, technical deliverables, material approvals and authority approvals to verify compliance with project requirements and contractual obligations.
- Monitor construction progress and prepare regular project status reports, highlighting progress, risks, delays, key issues and recommended mitigation measures.
- Coordinate multidisciplinary reviews involving Architectural, Structural, MEP and specialist disciplines to support the Employer's decision-making process.
- Monitor compliance with contract requirements, local authority regulations, approved designs and applicable codes and standards.
- Review variation proposals, extension of time claims and other contractual submissions, providing independent assessments and recommendations to the Employer.
- Review contractor payment applications and provide recommendations to the Employer based on verified progress and contractual entitlement.
- Identify and escalate project risks, commercial concerns, quality issues and programme deviations, and recommend corrective actions.
- Attend progress meetings, technical workshops, inspections and stakeholder meetings, maintaining accurate records and action tracking.
- Monitor testing, commissioning, handover and closeout activities to ensure compliance with project requirements and successful project completion.
- Prepare executive reports and presentations for senior management, summarizing project performance, key risks, critical decisions and overall project status.
Desired Candidate Profile
- Proven experience as a Project Manager, Employer's Representative, Project Monitoring Consultant or Resident Engineer within an engineering consultancy environment.
- Experience overseeing Design-Build projects is preferred.
- Extensive experience in project monitoring, reporting, contract administration and stakeholder management.
- Demonstrated experience in assessing contractor programmes, progress reporting, variations, claims and extension of time submissions.
- Knowledge of UAE authority regulations, approval processes and project compliance requirements.
- Experience coordinating multidisciplinary teams including Architectural, Structural, MEP and specialist consultants.
