Project Manager – Digital Transformation (AI, Cloud & Smart City)

Location: Abu Dhabi, UAE
Experience: 8+ years

We are seeking an experienced Project Manager – Digital Transformation to lead complex, high-impact technology and business transformation initiatives across the UAE. The successful candidate will have a proven track record delivering large-scale digital programs involving AI, cloud, data, analytics, smart city platforms, digital government, and enterprise transformation initiatives. 

This role requires a strategic delivery leader capable of operating at the intersection of business, technology, and vendor ecosystems. The ideal candidate will possess strong expertise in project governance, stakeholder management, operating model transformation, and multi-vendor program delivery within government, public sector, financial services, transportation, or large enterprise environments. 

Key Responsibilities

• Lead the end-to-end delivery of complex digital transformation programs from strategy through execution and implementation. 
• Develop and manage transformation roadmaps, operating models, governance structures, and project delivery frameworks.
• Drive initiatives involving AI, cloud services, data platforms, analytics, automation, and smart city technologies. 
• Establish and maintain effective project governance, reporting, risk management, and escalation processes.
• Act as the primary liaison between business stakeholders, technical teams, government authorities, vendors, and external partners.
• Manage third-party vendors and strategic partners, including contract oversight, SLA performance, KPI monitoring, and delivery assurance. 
• Facilitate workshops, requirements gathering sessions, prioritization meetings, and executive steering committee reviews. 
• Ensure alignment between strategic objectives, business priorities, and technology delivery outcomes. 
• Identify, assess, and mitigate project risks while ensuring compliance with local regulations and organizational standards.
• Drive cross-functional collaboration across technology, operations, business, product, compliance, and external delivery teams.

• 8+ years of project or program management experience delivering technology and business transformation initiatives. 
• Strong experience leading digital transformation projects within government, public sector, smart city, transportation, financial services, or large enterprise environments. 
• Demonstrated experience delivering AI, cloud, data, analytics, digital platform, automation, or enterprise technology programs.
• Proven success managing multiple external vendors, partners, system integrators, and third-party service providers.
• Experience establishing governance frameworks, PMO structures, risk controls, and change management processes.
• Strong stakeholder management experience working with executive leadership, C-suite stakeholders, government entities, and cross-functional teams.
• Experience working in UAE or GCC markets is highly preferred
