الغرض من الوظيفة:
يمتاز مدير قسم الموارد البشرية المساعد بدعم مدير القسم في التخطيط والإشراف على تنفيذ جميع عمليات الموارد البشرية، بما يضمن التوافق مع اللوائح والقرارات والسياسات وأفضل الممارسات المعتمدة من الجهة في إدارة رأس المال البشري. كما يساهم الدور في تطوير مبادرات وبرامج تتعلق بالتوظيف، إدارة الأداء، التطوير المهني، التخطيط للوراثة الوظيفية، الإماراتية، تجربة الموظف، والتحول الرقمي للموارد البشرية، بالإضافة إلى إعداد دراسات وتقارير تحليلية تدعم اتخاذ القرار وتزيد من تحقيق أهداف الجهة الاستراتيجية.
المسؤوليات الرئيسية:
- المساهمة في إعداد وتنفيذ الخطط التشغيلية والمبادرات الاستراتيجية لقسم الموارد البشرية لدعم تحقيق أهداف الجهة.
- المساهمة في تطوير ومراجعة وتحسين مؤشرات الأداء الرئيسية لقسم الموارد البشرية؛ مراقبة وتحليل النتائج بشكل منتظم؛ اقتراح وتنفيذ خطط تحسين وتوصيات لتعزيز الأداء وتحقيق الأهداف؛ والتأكد من أن الفريق يقوم بتحديث بيانات KPI والنتائج في الأنظمة المعتمدة.
- الإشراف على المراجعة الدورية وتطوير وتحديث عمليات وإجراءات قسم الموارد البشرية لضمان التوافق مع أفضل الممارسات الدولية، تحسين الكفاءة التشغيلية، تعزيز جودة الخدمة، ودعم التحسين المستمر.
- دعم جهود جذب المواهب والاحتفاظ بها وإدارة الإجراءات المتعلقة بالتوظيف والترقية والنقل والفصل من العمل.
- الإشراف على تنفيذ إطار إدارة الأداء من خلال نظام المسار الذكي، ومتابعة جميع مراحل دورة الأداء، وتقديم التوجيه والدعم للوحدات التنظيمية، والتأكد من الالتزام بالجداول والإجراءات المعتمدة، وإعداد التقارير والتوصيات لتحسين فاعلية الإطار وتحسين نتائج الأداء.
- المساهمة في تطوير وتنفيذ تخطيط التعاقب وخطط استبدال القوى العاملة ومبادرات إدارة المواهب.
- تقديم التوصيات والمقترحات لتعزيز برامج الإماراتية والمبادرات، والمساهمة في تنفيذها، ومراقبة النتائج لضمان تحقيق أهداف الإماراتية وتوافقها مع التوجيهات الحكومية دبي المعنية.
- دعم مشاريع التحول الرقمي للموارد البشرية وتطوير الأنظمة والخدمات الذكية.
- تحليل نتائج رضا الموظفين ونتائج مسح تجربة الموظف، إعداد التقارير والتوصيات، والتنسيق مع الوحدات التنظيمية لتنفيذ مبادرات وإجراءات تحسين تعزز سعادة الموظف، وتحسن بيئة العمل، وتزيد من الرضا ومعدلات الت engagement الوظيفي.
- إعداد وإدارة ملف معيار رأس المال البشري ضمن برنامج دبي للأداء الحكومي المتميز، التنسيق مع الوحدات التنظيمية المعنية لتلبية متطلبات المعيار، تقديم التوصيات، متابعة تنفيذ مبادرات التحسين، وقياس أثرها لتعزيز نتائج الجهة في البرنامج وتعزيز ثقافة التميز التنظيمي.
- إعداد وتقديم تقارير دورية إلى الإدارة العليا حول أداء قسم الموارد البشرية ومؤشراته.
- دعم مدير القسم في إدارة المشاريع والمبادرات الاستراتيجية المتعلقة بالموارد البشرية.
- أداء أي مهام أخرى تُكلف بها.
- درجة البكالوريوس في إدارة الموارد البشرية أو إدارة الأعمال أو مجال ذو صلة.
- خبرة مهنية لا تقل عن 10 سنوات في الموارد البشرية، بما في ذلك الخبرة الإشرافية.

Job description

Job Purpose:
The Assistant Human Resources Department Manager is responsible for supporting the Department Manager in planning and overseeing the implementation of all human resources operations, ensuring alignment with the Authority’s approved regulations, decisions, policies, and best practices in human capital management. The role also contributes to the development of initiatives and programs related to recruitment, performance management, career development, succession planning, Emiratization, employee experience, and HR digital transformation, as well as preparing analytical studies and reports that support decision-making and enhance the achievement of the Authority’s strategic objectives.
Key Responsibilities:
- Contribute to the preparation and implementation of operational plans and strategic initiatives for the Human Resources Department to support the achievement of the Authority’s objectives.
- Contribute to the development, review, and enhancement of the Human Resources Department’s Key Performance Indicators (KPIs); monitor and analyze results on a regular basis; propose and implement improvement plans and recommendations to enhance performance and achieve targets; and ensure that the team updates KPI data and results in the approved systems.
- Oversee the periodic review, development, and updating of Human Resources Department processes and procedures to ensure alignment with international best practices, improve operational efficiency, enhance service quality, and support continuous improvement.
- Support talent attraction and retention efforts and manage procedures related to recruitment, promotion, transfer, and termination of employment.
- Oversee the implementation of the performance management framework through the Smart Path system, monitor all stages of the performance cycle, provide guidance and support to organizational units, ensure compliance with approved timelines and procedures, and prepare reports and recommendations to enhance the effectiveness of the framework and improve performance outcomes.
- Contribute to the development and implementation of succession planning, workforce replacement planning, and talent management initiatives.
- Provide recommendations and proposals to enhance Emiratization programs and initiatives, contribute to their implementation, and monitor results to ensure the achievement of Emiratization targets and alignment with the relevant Dubai Government directives.
- Support HR digital transformation projects and the development of smart systems and services.
- Analyze employee happiness and employee experience survey results, prepare reports and recommendations, and coordinate with organizational units to implement initiatives and improvement actions that enhance employee happiness, improve the work environment, and increase satisfaction and employee engagement levels.
- Prepare and manage the Human Capital Standard file within the Dubai Government Excellence Program, coordinate with relevant organizational units to fulfill standard requirements, provide recommendations, monitor the implementation of improvement initiatives, and measure their impact to enhance the Authority’s results in the program and promote a culture of organizational excellence.
- Prepare and submit periodic reports to senior management regarding the performance of the Human Resources Department and its KPIs.
- Support the Department Manager in managing HR-related strategic projects and initiatives.
- Perform any other duties as assigned.
- Bachelor’s degree in Human Resources Management, Business Administration, or a related field.
- Minimum of 10 years of professional experience in Human Resources, including supervisory experience.
