Talent Development Officer (UAE National)

Black & Grey HR is hiring for a renowned University in the UAE. Our client is looking to hire a Talent Development Officer (UAE National) for supporting the learning and development strategy, and Emiratization plans across Ajman University through participating in development of internal capabilities to ensure that the university achieves its short and long term objectives with a talented, trained and motivated workforce.

- Implement learning and development initiatives in line with approved processes, frameworks, and practices to ensure the provision of programs that meet organizational needs.
- Manage the development, implementation, and updating of the training calendar in coordination with departments and training providers, ensuring annual training plans align with organizational priorities.
- Conduct annual Training Needs Analysis (TNA) with all units and departments to capture development needs and validate them against organizational, departmental, and individual requirements.
- Analyze training costs and review proposed training budgets to ensure cost-effectiveness of training initiatives.
- Evaluate and report on the effectiveness of training programs, providing recommendations for improvements to align with organizational goals.
- Ensure that professional development and succession plans are prepared, approved, and reviewed annually to remain relevant to individual growth.
- Implement the Emiratization plan, covering all aspects of UAE national development and retention to build their capabilities and support Emiratization targets.
- Administer student internship requests, ensuring proper placement, documentation, and issuance of required letters.
- Execute annual performance management processes to ensure employees are assessed fairly and objectively, with clear alignment between individual performance goals and strategic objectives.
- Participate in developing the competency framework to ensure development opportunities align with the defined competencies.
- Establish and maintain relationships with relevant governmental and private institutions for national development initiatives and learning opportunities for staff.
- Develop required assessments and reports for learning and development activities.
- Perform any other tasks assigned by the supervisor.

Requirements
Qualifications & Experience:- Bachelor's degree in Business Administration, Human Resources Management, or equivalent.
- Minimum of five years of relevant experience.
- CIPD Diploma or SHRM certification is preferred.

Knowledge & Skills:- Ability to handle complex situations with equity, confidentiality, and consistency.
- Strong knowledge of learning and development activities.
- Demonstrated organizational, interpersonal, counseling, and negotiation skills.
- Strong presentation skills.
- Knowledge of HRMS such as SAP.
- Ability to manage sensitive and confidential information.
- Proficiency in developing and implementing HR policies and procedures.
- Excellent written and spoken command of English and Arabic.
- Proficiency in Microsoft Office and related software.

Skills

- Master's degree in Special Education, Psychology, Counseling, or related field.
- Certification or license in psychology preferred.
- 7-10 years of experience in psychology or counseling, with at least 5 years working with individuals with disabilities.
- Fluency in Arabic and English
