Role Description This is a full-time, on-site OWNER role based in Doha, Qatar with the Ministry Of Municipality | وزارة البلدية. The OWNER is responsible for overseeing strategic direction, operational performance, and resource allocation across assigned municipal projects or departments. Daily activities include setting priorities and goals, reviewing project plans and progress reports, approving budgets and expenditures, and ensuring compliance with municipal regulations and national standards. The role involves coordinating with internal teams, external partners, and stakeholders to address community needs, resolve issues, and support sustainable urban development. The OWNER also monitors risks, implements improvements, and provides leadership to ensure that services are delivered efficiently and in alignment with the municipality’s mission and policies.
Qualifications
Proven experience in senior leadership, ownership, or executive-level roles overseeing complex operations or public-sector initiatives. Strong strategic planning abilities, including setting long-term objectives, managing projects, and aligning resources with organizational priorities. Sound financial and budget management skills, with experience in reviewing expenditures, optimizing costs, and ensuring fiscal responsibility. Excellent stakeholder management and communication skills, including collaboration with government entities, community representatives, vendors, and cross-functional teams. Demonstrated knowledge of municipal services, urban planning, or public administration, preferably within the Gulf region or similar governmental context. Ability to lead and develop teams, foster accountability, and drive high performance in a dynamic and culturally diverse environment. Strong problem-solving and decision-making skills, with a focus on compliance, risk mitigation, and continuous improvement. Bachelor’s degree in Public Administration, Business Administration, Urban Planning, Engineering, or a related field; advanced degree is an asset. Fluency in English; proficiency in Arabic is highly beneficial. Willingness to work on-site in Doha, Qatar and engage directly with local communities and stakeholders.
