HSE Planning & Compliance
Develop, implement, and maintain project-specific HSE plans, risk assessments, and emergency response procedures.
Ensure compliance with local regulations (e.g., RTA, Ashghal, MOT, ADM, DM, etc.), ISO 45001/14001, and internal company standards.
Conduct Job Hazard Analysis (JHA), HAZID, and risk assessments for road works, deep excavations, utility diversions, and heavy equipment operations.
Site Safety Management
Oversee HSE compliance on-site for roads, highways, bridges, drainage and sewer networks, pipe laying, and utility infrastructure projects.
Implement and monitor Permit to Work (PTW) systems for high-risk activities: excavation, hot works, lifting, confined spaces, traffic diversions, night shifts.
Conduct daily site inspections and coordinate with engineers, construction teams, and subcontractors.
Traffic & Public Safety
Develop and enforce Traffic Management Plans (TMP) ensuring the safety of workers, road users, and pedestrians.
Coordinate safe road diversions, signage, and temporary works in compliance with authorities’ standards.
Incident Prevention & Emergency Response
Lead incident and near-miss investigations using RCA techniques and implement effective corrective actions.
Maintain HSE performance metrics (LTIR, TRIR, near-miss reports) and prepare daily/weekly/monthly safety reports.
Lead emergency drills for trench collapse, electrocution, utility strikes, fires, and vehicular accidents.
Environmental Management
Implement environmental protection controls such as dust suppression, noise/vibration monitoring, waste segregation, spill prevention, and erosion control.
Ensure compliance with ISO 14001 and local environmental regulations.
Training & Culture Development
Deliver safety inductions, toolbox talks, and awareness campaigns specific to infrastructure hazards.
Promote proactive safety culture and safe behavioral practices through BBS (Behavior-Based Safety) programs and Stop Work Authority.
Leadership & Coordination
Manage and mentor HSE teams (officers, supervisors, inspectors).
Participate in client, consultant, and authority meetings, addressing safety issues and presenting performance reports.
Coordinate HSE matters with Project Managers, QA/QC teams, and relevant stakeholders.
Qualifications:
Bachelor’s Degree in Engineering, Safety Management, Environmental Science, or related field.
NEBOSH IGC / NEBOSH Diploma / OSHA / IOSH certifications (mandatory or preferred).
ISO 45001/14001 Lead Auditor certification is an advantage.
First Aid, Firefighting & Confined Space Entry certifications recommended.
Experience Requirements:
Minimum 10–15 years of HSE experience, including at least 5 years in roads, highways, utilities, or infrastructure projects.
Experience working with authorities such as RTA, Ashghal, MOT, ADM, Musanada, etc. (as applicable).
Proven experience implementing HSE systems on large-scale infrastructure projects.
