JOB PURPOSE:
Lead all HSE management activities to support the successful delivery of the HQ-managed TA’ZIZ Project Integration portfolio, which includes both national and international projects executed in cooperation with Joint Venture partners. Develop timely and accurate reports on the status of HSEIA and HSSE activities within the downstream project delivery program, and provide HSSE guidance to relevant departments. Liaise effectively between projects and key stakeholders—including PMT, FEED, TPI, HSEIA Consultants, and EPC—to ensure the smooth cascade of GHSSE initiatives. Ensure that incidents are reported and investigated in compliance with ADNOC’s Incident Notification, Investigation & Reporting Standard (HSE-GA-ST04). Integrate HSEIA and HSSE disciplines into all project phases—from feasibility studies and early design to Pre-FEED, FEED, EPC tender, TBE, and selection—applying best-in-class tools and techniques in line with ADNOC and HSE AGES standards to enhance project feasibility, safety integrity, and return on investment.
KEY ACCOUNTABILITIES:
HSSE Engineering
- Lead the HSE Engineering activities within the Projects and provide direction and advice related to HSE Engineering matter on all projects in the DS project funnel managed by the TPI
- Support implementation of Operational Plans on the development of individual ongoing projects. Ensure the integration of all technical and HSE disciplines throughout initial feasibility, Pre-FEED and FEED as well as in the EPC tenders
- Lead project teams together with the other TPI disciplines, contractors, and partners staff to deliver optimal technical solutions on a wide range of petrochemical investment projects
- Ensure that project HSEIA / HSE plans, and schedules are achievable and consistent in their approach across the project portfolio and aim to deliver maximum value to ADNOC within stipulated time frame
- Collaborate and ensure that all Project Engineering Teams are working in alignment with TPI and JV Operations and with external stakeholders. Focus on achieving the best possible project outcome for ADNOC and TAZIZ and the highest possible likelihood of project implementation at FID
- Ensure that project teams identify, understand, manage, and mitigate all project and business risks
Key Accountabilities (Cont)
- Reviews project and engineering documentation to ensure that international HSE standards, ADNOC Standards and AGES are implemented in all phases of Projects
- Co-operate with the TPI function in Downstream on individual project opportunities for selection and development of new projects in order to implement the best technical and structuring options
- Support HSE in techno-economic feasibility studies, including Pre-FEED and FEED studies of new projects to deliver growth and economic value from Downstream projects
- Participate & Conduct the regular project meetings & TPI HSE Committee Meetings, provide an overview on progress, risks, trajectory, etc. and addressing specific questions, HSE Technical Queries & clarifications for the projects
- Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with approved standards in order to define intelligent solutions for issues confronting the PDO
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor’s degree in Environmental Engineering, Safety Engineering, or a related discipline is required; a Master’s degree or advanced certification in HSE management (e.g., NEBOSH, OSHA, ISO 45001) is highly preferred
Minimum Experience & Knowledge & Skills
- 7 to 9 years’ relevant experience in HSE roles within large-scale capital projects, ideally in the oil & gas, petrochemical, or related industries.
- Demonstrated track record of developing and implementing HSE programs, policies, and systems across multiple project phases (feasibility, design, construction, commissioning)
- In-depth knowledge of HSE management systems, international safety standards and regulatory requirements
- Familiarity with risk assessment methodologies, hazard identification techniques, and incident investigation procedures
- Understanding of process safety management and the integration of HSE practices within project execution environments
- Excellent analytical and problem-solving skills, with the ability to assess complex HSE data and implement effective mitigation strategies
- Proficiency in using HSE software tools and advanced MS Office applications for reporting and data analysis
- Strong communication, negotiation, and interpersonal skills to engage effectively with internal teams, contractors, and regulatory bodies
