Job Purpose
The HCM Operations Manager is responsible for leading and overseeing end-to-end Human Capital Management operational activities across the Bank. The role ensures efficient service delivery, operational excellence, data integrity, compliance, and digital transformation across all employee lifecycle processes including payroll, pensions, employee benefits, separations, HR services, and records management.
The role also drives automation, system enhancements, and transformation initiatives in collaboration with IT and external partners, while ensuring alignment with governance standards, SLAs, and confidentiality requirements.
Principal Accountabilities
Operational Management Oversee end-to-end HCM Operations including payroll, pensions, employee benefits, separations, HCM administration, and employee services Ensure accuracy, timeliness, and compliance in payroll processing, statutory payments, and benefits administration Manage exit and separation processes including final settlements, gratuity, leave encashment, and documentation Oversee employee records, files management, and database integrity across systems and physical records
Employee Services & Administration Manage employee inquiries, requests, and HR services delivery in line with approved SLAsEnsure seamless administration of medical insurance, employee banking facilities, and other benefits programs Supervise issuance of HR letters, certificates, and official documentation
Pension & Government Compliance Oversee pension registrations, contributions, and submissions to relevant authorities for UAE & GCC nationals Ensure compliance with regulatory and statutory requirements
Transformation & Digital Initiatives Drive HCM operational transformation initiatives, automation, and process digitization Partner with IT, digital teams, and external vendors to implement system enhancements and workflow automation Lead continuous improvement projects across HCM Operations platforms
Performance & Rewards Support Work closely with Performance & Rewards teams on payroll impacts of bonuses, increments, Variable Pay, and benefits changes Support annual compensation cycles from an operations and system readiness perspective
Data & Reporting Manage HCM data governance, reporting accuracy, and dashboard preparation Ensure data confidentiality, integrity, and audit readiness
Team Leadership Lead, coach, and develop the HCM Operations team Allocate workload, monitor performance, and drive capability building
Experience & Qualifications
Bachelor's degree with Human Resources discipline preferred8–10 years of HCM experience with strong exposure to HCM Operations Minimum 3 years in managerial capacity Banking or financial services experience preferred Proven experience in payroll, benefits, and HCM systems
