The Senior Manager – Fraud Control leads the design, implementation, and continuous improvement of Miral’s enterprise-wide fraud risk management, prevention, detection, and investigation framework across all business units and operating entities.
This role provides strategic and operational leadership to safeguard company assets, revenues, reputation, and stakeholders by embedding strong fraud controls, ethical practices, and regulatory compliance aligned with UAE laws, Abu Dhabi Accountability Authority (ADAA) requirements, and international best practices.
The role is suited to an experienced UAE-based professional with strong local regulatory knowledge and proven experience operating in complex, operationally diverse environments such as entertainment, hospitality, retail, or large asset-heavy organizations.
Key Responsibilities
Fraud Risk Management
- Lead the identification, assessment, and documentation of fraud risks across Miral operations including procurement, contracting, finance, revenue, ticketing, warehousing, asset management, and vendor relationships.
- Develop and maintain Miral’s enterprise fraud risk management framework, fraud risk register, and control library aligned with governance strategy and UAE regulatory expectations.
- Embed preventive fraud controls within business processes, systems, and policies to minimize risk exposure.
- Integrate Abu Dhabi Accountability Authority (ADAA) requirements and UAE Federal laws into fraud control design and monitoring.
- Utilize data analytics and continuous monitoring to proactively identify anomalies, red flags, and emerging fraud risks.
Investigation and Detection
- Lead complex and sensitive fraud investigations ensuring procedural fairness, confidentiality, evidence integrity, and compliance with UAE legal requirements.
- Establish and manage structured investigation methodologies including case intake, evidence gathering, interviews, documentation, and reporting.
- Coordinate with internal departments to ensure appropriate corrective, disciplinary, and remediation actions are implemented.
- Prepare investigation reports detailing findings, root causes, financial impact, and recommended actions.
- Liaise with regulators, law enforcement, legal advisors, and forensic specialists where required.
Procurement & Contract Oversight
- Provide fraud risk oversight across procurement and contract lifecycle management including tendering, evaluations, awards, variations, and payments.
- Detect and prevent risks such as bid-rigging, collusion, kickbacks, conflicts of interest, and procurement policy breaches.
- Support third-party due diligence processes, vendor risk assessments, and conflict-of-interest declarations.
- Ensure procurement fraud controls align with ADAA guidance and Miral governance standards.
Revenue & Operations Oversight
- Monitor fraud risks across ticketing systems, revenue collection, cash handling, refunds, discounts, promotions, and access controls across attractions.
- Conduct targeted reviews, surprise audits, and data-driven testing to identify revenue leakage and operational fraud.
- Support operational teams in implementing practical risk-based controls that balance fraud prevention with guest experience and operational efficiency.
Reporting & Awareness
- Develop fraud risk dashboards and reports highlighting trends, case outcomes, and mitigation strategies.
- Deliver fraud awareness and ethics training to employees and contractors.
- Promote a strong speak-up culture and support confidential whistleblowing mechanisms.
- Provide guidance to leadership on fraud risks, ethical dilemmas, and conflict-of-interest management.
Continuous Improvement
- Benchmark Miral’s fraud framework against international best practices such as ACFE, COSO, and ISO 37001.
- Lead initiatives to enhance fraud detection capabilities through automation, analytics, and integration with ERP and ticketing systems.
- Contribute to policy development including fraud policy, investigation protocols, whistleblowing framework, and disciplinary processes.
Qualifications
Essential
- Bachelor’s degree in Accounting, Finance, Forensic Audit, Law, or a related discipline.
- Certified Fraud Examiner (CFE) or equivalent fraud certification.
Desirable
- Certified Internal Auditor (CIA) or similar governance/compliance certification.
Experience
Essential
- Minimum 5 years of progressive experience in fraud control, investigations, compliance, internal audit, or risk management.
- Strong experience within the UAE regulatory environment, including knowledge of:
- Abu Dhabi Accountability Authority (ADAA) requirements
- UAE Federal laws related to fraud and financial crime
- Experience in large, complex, or government/semi-government organizations.
Desirable
- Experience in hospitality, entertainment, retail, or operationally intensive environments.
- Exposure to ERP systems, ticketing platforms, and data analytics tools for fraud detection.
