Why This Role Matters
The ECI Lead is handling key responsibilities within the ECI phase hand in hand with the future Project Manager. He works in close collaboration with the project manager ensuring that any project development are validated by the execution team.
What You’ll Drive
- Develop the overall strategies for delivering the project in collaboration between all the functions
- Validate the planning, method, procurement being developed by the team
- Lead the weekly Client meeting and the weekly design meeting during ECI phase
- Have technical skills to understand the design proposed by client and ensure that feedback is provided in a proper way
- Ensure fast start on site by monitoring all the deliverables required to achieve the early start
- Ensure that all the strategies developed for the project is being reflected in the pricing
- Define procurement strategy and lead negotiations with subcontractors on technical and commercial terms, bringing few of them as partners
- Participate in client and cost consultant negotiations
- Have contractual skills for contractual negotiations along with the legal advisor mostly focusing on the commercial part. Negotiate and finalize contracts—including the ECI contract, Early Works contract, and Main EPC contract—in coordination with the Legal team.
- Follow-up on permit and ensure that the stakeholder manager is providing sufficient support to client and get ready all required permit for early start on sit
- Develop a high-level budget from concept in coordination with the estimator and continuously update it throughout all stages of design development.
- Lead the estimation process, including reviewing detailed BOQs and direct cost analyses prepared by the estimator, ensuring the overall site strategy is fully reflected in the budget.
- Price indirect costs in full alignment with the site strategy.
- Coordinate and regularly submit all required ECI deliverables based on design progress, such as the procurement strategy report, monthly updates, and revised high-level budgets.
- Prepare and submit the ECI technical and commercial proposal to the Client to secure the ECI phase.
- Lead risk meetings and coordinate.
- Follow up on commercial approvals with the Client, addressing all clarifications related to the BOQ
- Review design development, get feedback from design team and provide regular cost estimation for each solution proposed;
- Maintain regular communication with the client regarding the costing exercise associated with design developments and supply chain offers received , explicitly highlighting any resulting cost impacts.

Qualifications
You’re a Great Fit If You Have
- Bachelor’s or Master’s Degree in Civil Engineering, Structural Engineering, Architecture, or a related construction discipline.
- Minimum 12–15 years’ experience in large-scale construction projects, preferably as Technical Manager and/or Bid Manager.
- Proven track record in managing multidisciplinary technical teams on complex projects.
- Ability to apply strong technical expertise to analyse requirements, solve problems, and support project.
- Experienced team leader guiding teams, coordinating workloads, and fostering a collaborative environment
- Strong communication skills, enabling clear interaction with internal teams, stakeholders, and clients, ensuring alignment and smooth project execution.
- Extensive clients contact experience, building trusted relationships.
- Strong commercial skills by identifying construction project opportunities, supporting tendering and bid processes, and contributing to profitable project delivery through informed, strategic decision‑making.
- Prior experience in the Middle East, with strong knowledge of local authority.
