Job Description – Planning Manager

Project: Kimpton Hotel- Dubai


Summary


Second Construction Co. Ltd of China Construction Third Engineering Bureau (Dubai Branch) is seeking an experienced Planning Manager to deliver a Kimpton Hotel project. The role is responsible for leading all planning, scheduling, and time-control functions for a high-end hospitality development, ensuring effective schedule control, risk mitigation, and contractual compliance throughout the project lifecycle.successful candidate must have strong main contractor experience, particularly on five-star hospitality, high-rise, and complex fit-out projects.


Responsibilities

  1. Develop, manage, and control integrated project schedules from project commencement through completion using Primavera P6.
  2. Prepare baseline, detailed execution, look-ahead, and recovery schedules, including resource-loaded and cost-loaded programs.
  3. Monitor project progress against approved baselines, identify delays, assess schedule impacts, and implement mitigation and recovery strategies.
  4. Perform schedule risk assessments and support proactive planning to meet key project milestones.
  5. Conduct delay analysis using recognized methodologies such as Time Impact Analysis (TIA) and Window Analysis.
  6. Lead the preparation, substantiation, and submission of Extension of Time (EOT) claims, including supporting narratives and forensic schedules.
  7. Evaluate variations and change events, assessing their impact on the approved project program.
  8. Prepare and present planning reports, dashboards, S-curves, histograms, and EVM analyses to project leadership, clients, and consultants.
  9. Coordinate planning activities with engineering, procurement, construction, and commercial teams.
  10. Interface effectively with clients, consultants, subcontractors, and authorities on all planning-related matters.
  11. Lead planning meetings and progress review sessions; provide regular schedule updates to Project and Senior Management.
  12. Conduct regular site visits to verify actual progress and validate reported data.
  13. Support commercial teams with cash flow forecasting, cost planning, and claims substantiation.
  14. Lead, mentor, and manage the planning team to ensure productivity, accuracy, and continuous improvement.


Qualification & Experience:

Degree in Civil Engineering, Architecture, Construction Management, or a related discipline.

15+ years of experience in planning and scheduling roles on large-scale construction projects.

Proven experience with main contractors, particularly on five-star hospitality, high-rise, and complex fit-out projects.

Proven experience working on hotel developments and luxury interior fit-out works.

Strong understanding of the construction project lifecycle, especially planning and execution phases.

PMP certification or equivalent is preferred.

Technical & Professional Skills:

Proficiency in Primavera P6 (mandatory); working knowledge of MS Project. proficiency in Excel;

Experience with Power BI is an advantage. Strong knowledge of contractual planning, claims management, EOTs, and schedule risk mitigation.analytical, problem-solving, and decision-making skills.leadership, stakeholder management, and communication abilities.level of professionalism, integrity, and ability to perform under pressure and tight deadlines.

Requirements: Fluent in English (spoken and written). Arabic skills is an advantage and Hindi

Skills

Job Requirements:

1. PMP certification.

2. Over 15 years of experience in the full lifecycle management of large-scale construction projects, with at least 10 years of experience as a project manager in the same position in the Saudi market; having fully experienced the entire process of at least two Saudi housing construction projects from initial preparation, commencement of construction, completion, and final settlement, with no major safety or quality accidents or poor performance records.

3. Proficient in Saudi SBC building codes; familiar with the approval processes and rules of various Saudi government departments; proficient in FIDIC construction contract terms; possessing rich practical experience in owner-supervisor liaison, major change orders and claims, and cost control; preference will be given to candidates with mature Saudi government and enterprise resources and local supply chain resources.

4. Proficient in English and Arabic, capable of seamlessly conducting high-level business negotiations, technical coordination, contract negotiations, and government communication.

5. Possesses exceptional coordination and management skills; demonstrates keen risk assessment, problem-solving, and emergency response capabilities.
