Job Summary The HSE Manager will be responsible for developing, implementing, and maintaining the Health, Safety, and Environmental Management System across the project. The successful candidate will ensure full compliance with UAE regulations, client requirements, and international HSE standards while promoting a strong safety culture throughout the project.
Key Responsibilities Develop, implement, and maintain the Project HSE Management Plan. Ensure compliance with UAE HSE legislation, ADNOC (if applicable), client requirements, and international standards. Lead the HSE team and supervise HSE Engineers, Officers, and Safety Inspectors. Conduct regular site inspections, audits, and risk assessments to identify hazards and ensure corrective actions are implemented. Review and approve Method Statements (MS), Risk Assessments (RA), Job Safety Analysis (JSA), and Permit to Work (PTW) documentation. Ensure compliance with Permit-to-Work systems, LOTO procedures, confined space entry, hot work, lifting operations, excavation, and work at height requirements. Investigate incidents, accidents, near misses, and unsafe acts, prepare investigation reports, and recommend preventive measures. Conduct emergency response planning, drills, and crisis management activities. Deliver HSE induction, toolbox talks, and specialized safety training. Monitor contractor compliance with HSE requirements and conduct performance evaluations. Prepare weekly and monthly HSE reports, KPIs, and statistical analysis for management and the client. Liaise with client representatives, consultants, government authorities, and regulatory agencies on HSE matters. Promote a proactive safety culture through awareness campaigns and behavioral safety initiatives. Ensure proper environmental management, including waste management, pollution prevention, spill response, and environmental monitoring. Participate in project planning to integrate HSE requirements into construction activities. Support ISO management systems and ensure continual improvement of HSE processes.
Requirements Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline. Minimum 5 years as an HSE Manager on large-scale Power Plant, Power Generation or Energy Strong knowledge of UAE HSE regulations and international safety standards. Experience managing multinational workforces and large construction teams. Excellent leadership, communication, and report-writing skills. Fluent in English (Arabic or Chinese language skills are an advantage).
Certifications NEBOSH International Diploma (Preferred) or NEBOSH International General Certificate (IGC) ISO 45001:2018 Lead Auditor or Lead Implementer ISO 14001:2015 Lead Auditor or Lead Implementer OSHA 30-Hour (Construction) First Aid & CPR Certification Fire Warden / Fire Safety Training Incident Investigation Training Risk Assessment Training Permit to Work (PTW) Training
