الملخص الوظيفي:
المهندس المختص بمواقع الاتصالات لمشاريع المحولات مسؤول عن الإشراف وتنفيذ جميع أعمال الاتصالات وأنظمة SCADA في الموقع، مع الالتزام بمواصفات التصميم ومعايير الاتصالات ومتطلبات السلامة وجداول المشروع. تشمل هذه المهام التركيب، الاختبار، التكامل، وتكليف أنظمة الاتصالات مثل معدات SDH/MPLS، وحدات RTU، أنظمة SCADA، أنظمة الحماية عن بُعد، كاميرات CCTV، أنظمة التحكم في الدخول، أنظمة الإذاعة، معدات الشبكات وبنية الاتصالات المرتبطة. يلعب المهندس دوراً حيوياً في ضمان اتصالات موثوقة بين المحطات الفرعية ومراكز التحكم مع التنسيق مع العملاء والموردين والمتعهدين والفرق متعددة التخصصات لتنفيذ المشروع بنجاح.
المسؤوليات الرئيسية:
1. التنفيذ والإشراف في الموقع
- الإشراف على أنشطة تركيب أنظمة الاتصالات والأنظمة المرتبطة بها يومياً في موقع المحطة الفرعية.
- ضمان تركيب معدات الاتصالات مثل أجهزة SDH/MPLS والموجهات والمفاتيح ووحدات RTU وأنظمة الحماية عن بُعد وكاميرات CCTV وأنظمة التحكم في الدخول وأنظمة PA والكابلات المرتبطة وفقاً للرسومات والمواصفات المعتمدة.
- مراقبة أنشطة المقاول وضمان توزيع العمالة والأدوات والموارد بشكل صحيح.
- التحقق من جودة التركيب وتوجيه الكابلات والتوصيل والوسم ودمج الأنظمة.
- ضمان إتمام جميع أنشطة الاتصالات وفق جداول المشروع ومعالمه.
2. التركيب والتكليف
- الإشراف على تركيب واختبار وتكوين وتكليف أنظمة الاتصالات وSCADA.
- التنسيق مع الشركات المصنِّعة الأصيلة ومورِّدين وأخصائيين خلال تركيب المعدات ودمج الأنظمة.
- إجراء فحوص ما قبل التكليف والتأكد من أن خطوط الاتصال opération وما يدعمها مستقر.
- المساعدة في استكشاف أعطال الاتصالات ومشاكل الشبكة أثناء التكليف.
- الحفاظ على سجلات الاختبار وأنشطة التكليف وتقاويم القبول.
3. ضبط الجودة والفحص
- التأكد من امتثال جميع أعمال الاتصالات لمواصفات المشروع وطرق العمل المعتمدة ومتطلبات العميل ومعايير الجودة.
- إجراء فحوصات دورية وإعداد تقارير الفحص.
- رفع ملاحظات الموقع وضمان التنفيذ الزمني للإجراءات التصحيحية.
- التنسيق مع مهندسي QA/QC للفحص والاختبار والموافقات.
- التحقق من المواد والمعدات التي تم تسليمها وفق المواصفات الفنية المعتمدة.
4. التنسيق والتواصل
- التنسيق مع فرق الكهرباء والحماية وSCADA والإنشاءات المدنية لضمان سير أنشطة الاتصالات بسلاسة.
- التواصل مع المقاولين الفرعيين والموردين والاستشاريين والعملاء بخصوص التركيبات والاختبار.
- المشاركة في الاجتماعات اليومية والأسبوعية ومراجعة التقدم وتقديم تحديثات عن أعمال الاتصالات.
- حل قضايا الموقع والتعارضات الفنية بالتنسيق مع فرق الهندسة والتكليف.
- دعم إدارة الواجهات بين معدات المحطة ومراكز التحكم.
5. الصحة والسلامة والبيئة (HSE)
- التأكد من أن جميع أنشطة الاتصالات تتم وفق متطلبات HSE للمشروع ولوائح السلامة.
- فرض استخدام معدات الوقاية الشخصية والالتزام بممارسات العمل الآمن.
- إجراء تفتيشات السلامة والمشاركة في جلسات صندوق الأدوات.
- تحديد المخاطر المحتملة المرتبطة بتركيبات الاتصالات وتنفيذ إجراءات التخفيف.
- الإبلاغ عن الحوادث والقرى القريبة من الحوادث والظروف غير الآمنة والتأكد من تنفيذ الإجراءات التصحيحية.
6. التوثيق والتقارير
- الاحتفاظ بتقارير يومية للموقع وتقارير التقدم وسجلات الاختبارات والأنشطة.
- إعداد طلبات فحص المواد (MIR)، طلبات فحص الأعمال (WIR)، تقارير الاختبار وقوائم فحص التكليف.
- الحفاظ على سجلات الرسومات المعتمدة والتعديل واتصالات الموقع والوثائق الفنية.
- المساعدة في إعداد الرسومات كما-بني والتوثيق النهائي للمشروع.
- ضمان تقديم وثائق التسليم الصحيحة وأدلة التشغيل.
المؤهلات والاشتراطات:التعليم:
- درجة البكالوريوس في الإلكترونيات أو الاتصالات أو الهندسة الكهربائية أو تخصص ذو صلة.
الخبرة:
- 8–12 سنة خبرة في تركيب أنظمة الاتصالات وتكليفها للمحطات الفرعية، مرافق الطاقة، أو مشاريع البنية التحتية.
- يفضل خبرة في المحطات الفرعية عالية الجهد (132 كV، 220 كV، 400 كV).
- يفضل خبرة مع SCADA وRTU والاتصالات الشبكية وعمليات التكامل.
المهارات التقنية:
- معرفة قوية بأنظمة الاتصالات في المحطات الفرعية بما في ذلك SDH وMPLS وRTU وSCADA والحماية عن بُعد وCCTV ونُظم التحكم والوصول ومعدات الشبكات.

Job description
Job Summary:
The Telecom Site Engineer for substation projects is responsible for supervising and executing all telecommunication and SCADA-related works at site, ensuring compliance with design specifications, communication standards, safety requirements, and project schedules. This role involves installation, testing, integration, and commissioning of telecom systems such as SDH/MPLS equipment, RTUs, SCADA systems, teleprotection systems, CCTV, access control, PA systems, networking equipment, and associated communication infrastructure. The engineer plays a critical role in ensuring reliable communication between substations and control centers while coordinating with clients, vendors, contractors, and multidisciplinary teams for successful project execution.
Key Responsibilities:1. Site Execution & Supervision
- Supervise day-to-day telecom and communication system installation activities at the substation site.
- Ensure installation of telecom equipment such as SDH/MPLS routers, switches, RTUs, teleprotection systems, CCTV, access control systems, PA systems, and associated cabling as per approved drawings and specifications.
- Monitor contractor activities and ensure proper deployment of manpower, tools, and resources.
- Verify installation quality, cable routing, termination, labeling, and system integration works.
- Ensure all telecom activities are completed in accordance with project schedules and milestones.
2. Installation & Commissioning
- Oversee installation, testing, configuration, and commissioning of telecom and SCADA systems.
- Coordinate with OEMs, vendors, and specialists during equipment installation and system integration.
- Conduct pre-commissioning checks and ensure communication links are operational and stable.
- Assist in troubleshooting communication failures, network issues, and interface problems during commissioning.
- Maintain records of testing, commissioning activities, and acceptance reports.
3. Quality Control & Inspection
- Ensure all telecom works comply with project specifications, approved method statements, client requirements, and quality standards.
- Conduct routine inspections and prepare inspection reports.
- Raise site observations and ensure timely implementation of corrective actions.
- Coordinate with QA/QC engineers for inspections, testing, and approvals.
- Verify delivered telecom materials and equipment against approved technical specifications.
4. Coordination & Communication
- Coordinate with electrical, protection, SCADA, and civil teams to ensure smooth execution of telecom activities.
- Liaise with subcontractors, vendors, consultants, and clients regarding telecom installations and testing.
- Participate in daily, weekly, and progress review meetings and provide updates on telecom works.
- Resolve site issues and technical conflicts in coordination with the engineering and commissioning teams.
- Support interface management between substation equipment and control centers.
5. Health, Safety, and Environment (HSE)
- Ensure all telecom activities are performed in compliance with project HSE requirements and safety regulations.
- Enforce the use of PPE and adherence to safe work practices.
- Conduct safety inspections and participate in toolbox talks.
- Identify potential risks associated with telecom installations and implement mitigation measures.
- Report incidents, near misses, and unsafe conditions and ensure corrective actions are implemented.
6. Documentation & Reporting
- Maintain daily site reports, progress reports, testing records, and activity logs.
- Prepare Material Inspection Requests (MIR), Work Inspection Requests (WIR), testing reports, and commissioning checklists.
- Maintain records of approved drawings, revisions, site instructions, and technical documents.
- Assist in preparing as-built drawings and final project documentation.
- Ensure proper handover documentation and operation manuals are submitted.
Qualifications and Requirements:Education:
- Bachelor’s Degree in Electronics, Telecommunication, Electrical Engineering, or a related discipline.
Experience:
- 8–12 years of experience in telecom system installation and commissioning for substations, power utilities, or infrastructure projects.
- Experience in high-voltage substations (132kV, 220kV, 400kV) is preferred.
- Experience with SCADA, RTU, teleprotection, networking, and communication systems is highly desirable.
Technical Skills:
- Strong knowledge of substation telecom and communication systems, including SDH, MPLS, RTU, SCADA, teleprotection, CCTV, access control, and networking equipment.
- Ability to read and interpret telecom schematics, network architecture diagrams, cable schedules, and engineering drawings.
- Familiarity with IEC 61850, IEC 60870-5-104, DNP3, and utility communication standards.
- Knowledge of testing, configuration, integration, and commissioning procedures.
- Understanding of fiber optic cable installation, splicing, testing, and troubleshooting.
