We are looking for an experienced HR – Workforce Planning professional.
The ideal candidate will have strong experience in workforce planning, manpower analysis, HR analytics, and organizational planning.
Job Purpose To implement workforce-planning policies and procedures, analyze manpower requirements, support job-description development, assess workforce and Emiratization indicators, and provide recommendations aligned with strategic objectives.
Key Responsibilities Implement workforce-planning policies, procedures, projects, and approved completion targets.
Identify the organization's strategic direction, future workforce requirements, and the competencies needed to deliver planned objectives.
Study and determine manpower needs in coordination with organizational units and in line with the strategic workforce-planning framework.
Maintain an accurate inventory of current vacancies and submit details to responsible stakeholders.
Analyze staffing levels, workforce supply and demand, productivity, turnover, retirement, attrition, and future capability gaps.
Prepare and update job descriptions, workforce structures, position data, and related planning documentation.
Analyze Emiratization reports and indicators and submit recommendations and proposals to the line manager.
Respond to employee and stakeholder enquiries regarding federal government workforce-planning procedures and systems.
Prepare workforce dashboards, scenarios, forecasts, risk assessments, and management reports to support decision-making.
Ensure workforce plans are aligned with the approved budget, organizational structure, strategic plan, and operational requirements.
Coordinate with recruitment, finance, organizational development, and business units to implement approved manpower plans.
Perform other related duties assigned by the line manager.
Minimum Qualification / Experience Master’s degree in Human Resources with at least 2 years of experience; or Bachelor’s degree in Human Resources with at least 4 years; or Diploma in Human Resources with at least 6 years Preferred Certifications CIPD Level 5 or 7, SHRM-CP, HR professional certification, HR Management Diploma, workforce planning or HR analytics credentials are preferred.
Required Knowledge and Skills Strong knowledge of workforce planning, manpower budgeting, organizational structures, job evaluation, competencies, and HR analytics.
Ability to analyze workforce data, develop forecasts and scenarios, and convert findings into practical recommendations.
Advanced Microsoft Excel skills; experience with Power BI, HR dashboards, ERP, or HR information systems is preferred.
Good understanding of Emiratization and UAE government workforce-planning practices.
Strong analytical thinking, attention to detail, stakeholder engagement, and report-writing skills.
Fluent English; Arabic is highly preferred.
