Job Details

1. Commissioning Preparation & Planning: • Lead the sub-system definition for Electrical, Instrumentation, ICSS, Fire & Gas (F&G), Telecom, Security Systems (CCTV & Access Control), and other EIT control systems, defining discipline scope and system boundaries. • Participate in design reviews (3D Model Reviews) to provide commissioning and operability input. • Collaborate with the ICAPS Administrator to establish discipline-specific commissioning task structures in the ICAPS database. • Develop commissioning interfaces between Electrical, Instrumentation, ICSS, F&G, Telecom and Mechanical/HVAC systems. 2.Commissioning Document Preparation: List but not limited to: • Category A (Management Documents): Prepare Energization Strategy, Loop Check Philosophy, ICSS Integration & SAT Strategy,Electrical Energization Philosophy. • Category B (General Technical Documents): Prepare Electrical Commissioning Procedure, Instrument Loop Test General Procedure, ICSS Functional Test General Procedure, Telecom System SAT General Procedure,Fire & Gas System General Test Procedure. • Category C (Pre-Commissioning Documents): Prepare discipline-specific pre-commissioning procedures and checklists for Electrical, Instrumentation, ICSS, F&G, Telecom, CCTV and Access Control systems. • Category D (Commissioning Documents): Prepare Electrical OTPs, ICSS SAT Procedures, Functional Safety Test Procedures, Telecom System SAT Procedures, discipline Dossiers, and relevant sections of TOM Dossier. • Vendor Documents: Review FAT/SAT procedures; prepare vendor test witnessing plans. 3. Execution & Supervision: • Lead the execution of Electrical energization, Instrument loop testing, Telecom system SATs, ICSS Functional Test, F&G Functional Test, Integrated System SAT • Manage the discipline engineering and technician team. 4. Management & Coordination: • Ensure all procedure documents are completed during the Detailed Engineering phase . • Manage discipline task progress and punch list clearance within ICAPS. • Perform other tasks assigned by the Commissioning Manager. • Coordinate discipline interfaces with HVAC, Mechanical, Vendor Package Systems and Process Commissioning. • Coordinate vendor technical support during FAT, SAT, Pre-commissioning and Commissioning. • Provide technical support during Mechanical Completion, System Walkdown, Punch List Close-out, Ready for Commissioning (RFC), Ready for Start-up (RFSU) and System Handover activities. • Perform other tasks assigned by the Commissioning Manager.

Education: • Bachelor’s degree or above in Electrical Engineering, Instrumentation & Control Engineering, Automation Engineering, or other relevant engineering disciplines. Professional Experience: • Minimum 12 years of commissioning experience in large-scale EPCC projects within the oil & gas, petroleum, or petrochemical industry. • Minimum 6 years of experience as an Electrical, Instrumentation, or Control Systems Commissioning Lead on large-scale oil & gas projects. • Experience in multidisciplinary commissioning coordination is highly preferred. • Experience in coordinating with equipment vendors during FAT, SAT, pre-commissioning and commissioning activities. Mandatory Skills: • Must be proficient in DCS, ESD, PLC, SIS and other industrial control systems. • Must be proficient in HV/MV/LV progressive energization and Master Trip testing. • Must be familiar with SAT methodologies for Telecom systems (CCTV, Fiber Optics). • Familiar with Vendor Package Control Systems integration. • Good knowledge of PTW, LOTO, SIMOPS and project HSE requirements applicable to commissioning activities. Software Tools: • Must be familiar with OPERCOM® Methodology and capable of using ICAPS© software for commissioning execution and completion management. • Language: Fluent in English (written & spoken), capable of independently writing technical reports and leading technical coordination meetings. • Project Experience: Experience on Middle East EPCC projects is preferred. Previous TotalEnergies, ADNOC, QatarEnergy or other IOC project experience will be an advantage. • The candidate shall be based in Dubai during the commissioning engineering phase and in Iraq during the execution phase in accordance with the project schedule.
