Job description

• Study tender documents, drawings, specifications, and BOQs for concrete repair, structural strengthening, waterproofing, and coating enquiries; identify scope, exclusions, and risks.
• Conduct site visits and condition surveys; prepare quantity take-offs and measurement sheets from drawings and site data.
• Prepare detailed cost estimates and rate analyses covering materials, manpower, equipment, access (scaffolding/MEWP), preliminaries, and overheads.
• Obtain and evaluate quotations from material suppliers and specialist subcontractors; negotiate to secure competitive rates.
• Prepare complete technical and commercial proposals, including methodology write-ups, compliance statements, and qualifications/clarifications.
• Attend pre-bid meetings and respond to post-tender clarifications; support negotiation until award.
• Maintain the estimation database (unit rates, productivity norms, historical costs) and provide value-engineering alternatives.
• Hand over awarded projects to the operations team with budget breakdowns and support with variation pricing during execution.

Skills

• Bachelor's degree in Civil Engineering or an associated discipline.
• Minimum 3 years' experience in estimating concrete repair / remediation / waterproofing / coating works, preferably with a specialist subcontractor in the UAE/GCC.
• Sound knowledge of repair material systems and application methodologies; ability to build rates from first principles.
• Proficient in MS Excel (advanced), AutoCAD for quantity take-off, and MS Word for proposal writing.
• Strong analytical and negotiation skills; good written English for tender correspondence.
