Plant Security Systems Maintenance Specialist

Job Purpose

Provide relevant engineering skills and knowledge on maintaining the Physical Security systems through the design, implementation, testing and commissioning and turnover process. Ensuring all regulatory requirements for Equipment Performance and Operability maintenance of the Physical Protection System (PPS) are met.

Key Activities, Responsibilities and Accountabilities 

1. Activity: Security Systems Maintenance

Responsibilities and Accountabilities:  

• Implement Security System Maintenance programs and procedures to provide a high level of Security and support all department and organization, maintenance requirements in accordance with the Conduct of Maintenance, and as directed by approved plant programs and procedures.

• Conduct all Physical Security Maintenance programs execution in accordance with the Conduct of Maintenance, and as directed by approved plant programs and procedures.

• Coordinate with Physical Security Operations team, Alarm Station, users, and security authority to ensure trouble free Security system.

• Provide troubleshooting support for all Physical Security systems or equipment to ensure issues are resolved in a timely manner.

• Execute Physical Security maintenance improvement activities to ensure optimal Security System performance (i.e. participate in conducting Basic/Root/Apparent Cause analysis to resolve maintenance issues, self-assessments, Corrective Action Program, etc).

• Review and coordinate maintenance tasks and LOTO shutdown schedules with all relevant stakeholders and provide contingency plans to ensure risk is mitigated and systems are always available.

• Implement Corrective Maintenance in support of on-going compliance efforts.

• Review Physical Security System maintenance related documentation including maintenance and test procedures, drawings, test reports, equipment and tool list, spare parts, and consumable list, etc.

• Identify and respond to Physical Security maintenance related issues and Physical Security equipment deficiencies to support rapid resolution of quality issues in accordance with approved programs and processes.

• Maintain strict confidentiality and security of all Site Physical Security information and documentation.

• Arrange, prepare, and execute Physical Security Systems planned and corrective maintenance to ensure Physical Security systems reliability and effectiveness.

• Participate in and supervise maintenance contractors’ tasks and performance progress for the preventive and corrective maintenance tasks on daily/weekly/monthly basis and ensure systems are maintained on time and perform as expected.

• Monitor Physical Security Maintenance activities to verify that they are performed according to proper maintenance procedures using calibrated testing equipment and ensuring all HU tools are used to ensure reliability of maintenance and safety of employees.

2. Activity: Physical Security System Maintenance Planning and Coordination Activity

Responsibilities and Accountabilities: 

• Register equipment master in Operating Management System (OMS).

• Validate updates to the equipment master database (creation/modification/deletion of equipment master information) 

• Review and implement Physical Security Maintenance procedures and model work orders to execute the PM program.

• Assess data accuracy and identify required procedures and work instructions to build the PM program.

• Oversee the Physical Security Maintenance online plans to improve their effectiveness with respect to PM.

• Monitor Physical Security Maintenance Work Management (WM) targets to allow for modifications as necessary.

• Review the Operations Management System (OMS) data and make corrections as required to ensure data accuracy.

• Develop the cycle schedule and assist in assigning work orders, Preventive Maintenance (PM), pre-outage work and mods to the appropriate work week in the cycle schedule to ensure required work is scheduled for completion at the proper time.

• Develop Work Week schedules.

• Coordinate with Work Management (WM), Operations (OP), and Engineering (ENG) to identify and resolve work package issues.

• Review maintenance history quality and record keeping to ensure compliance with regulations.

• Participate in identifying issues with the schedule process, recommend solutions and coordinate resolution to ensure continuous improvement.

• Perform key performance indicators (KPIs) data entry; and prepare and distribute routine work management reports and schedule reports to communicate schedule effectiveness and performance.

3. Activity: Physical Security System Engineering

Responsibilities and Accountabilities:

• Arrange, prepare, and implement system performance monitoring, system walk down, and system health evaluation to understand current system status and health.

• Participate in development of engineering solutions for long-term system issues and apply lessons learned and self-assessment to improve long term reliability and provide long term solutions.

• Technical reviews systems Operation and Maintenance Manuals and support development of the systems planned maintenance procedures. 

• Technical reviews of PPS Technology, Mechanical, and Electrical documents, drawings, and procedures to ensure having the best quality of documents.

• Participate in Basic/Root/Apparent Cause analysis for assigned equipment failures and identify trouble shooting requirements to assist in developing repair and reliability improvement plans.

• Support in development of technical review of assigned design change requests and modifications to ensure consistency with system plans and to support design engineers with their reviews.

• Participate in technical reviews with other engineers and relevant stake holders on assigned systems or equipment failures issues to provide engineering solutions and record these solutions for future reference as lessons learned.

• Investigate current and developing technologies that could improve or enhance Physical Security PPS performance.

4. Activity: Stakeholder Engagement

Responsibilities and Accountabilities: 

• Facilitate communication both internally and externally to build and nurture mutually beneficial working relationships.

• Assist with coordination of the Safety/Security interface between the Plant Operations and Security Operation.

5. Activity: Outage and Emergency Response Organization (ERO) Support

Responsibilities and Accountabilities: 

• Support outage and/or the emergency response organization, as assigned, to ensure safe, reliable and continued operations; this may require shift work/off hours support.

6. Activity: Compliance and Requirements Management

Responsibilities and Accountabilities: 

• Ensure that the ENEC civil nuclear power plants have an integrated Security System Engineering and Maintenance program that meets or exceeds FANR and IAEA requirements and supports efficient plant operation.

• Assist the Team Leaders to serve as the technical Liaison with FANR and NGC staff in the functional areas of Site physical security Operations.

• Promote and support a culture of compliance, risk avoidance/mitigation and corporate accountability throughout the organization.

• Work with internal/ external auditors and technical subject matter experts to satisfy internal and external audit requirements and compliance.

• Identify and implement opportunities for efficiencies to improve site physical security to achieve program requirement goals.

• Analyze existing controls, procedures, policies to determine which are obsolete or out-of- date.

• Serve as a subject matter expert for Site Security measures and systems within ENEC.

• Conduct compliance inspections within Site security teams.

7. Activity:

Responsibilities and Accountabilities:

• Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and Corporate assets.

• Follow all relevant Business Continuity and Resilience requirements for compliance with, and adherence to, policies, procedures and instructions related to the effective planning for, and response to, incidents and/or business disruptions in order to continue critical business processes and activities with minimal adverse impact.

9. Activity: 

People Management

Responsibilities and Accountabilities: 

• Participate in development of Physical Security System maintenance training for both Staff and assigned Guard Force Members.

• Participate in systems training to equip necessary technical knowledge and skills for maintaining security systems.

• Provide training feedback on program effectiveness with evaluation of operator performance to enhance training and qualification program quality.

• Monitor and track training and qualification of Guard Force Member Staff assigned to Security System Maintenance.

• Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy.

• Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance.
