Functional Responsibilities
- Supervising the preparation and development of the strategic and operational plan, key performance indicators and budget for all activities the department is in line with the strategic plan of the administration and the authority.
- Familiarity with the strategic directions of the Government of De and all provisions and legislation.
- Supervising the team preparing and developing policies, procedures and operations related to strategy and performance management Institutional.
- Review and evaluate policies and compare them with the various provisions, laws and directives of the Authority to regulate policies including it is consistent with the general and strategic directions of the Authority.
- Supervising the preparation of policies that aim to develop the Authority’s work to be in line with the development movement of the Emirate of Dubai.
- Supervising the process of conducting studies and research on policies and then collecting, organizing and evaluating the necessary data preparing and developing policy recommendations.
- Supervising the process of preparing and formulating policies in accordance with best practices and benchmarks.
- Recommend to provide technical support to organizational units in preparing and formulating policies in line with the planning methodology Strategic Authority.
- Supervising the implementation of policies approved by the relevant departments and ensuring the integrity and accuracy of implementation and compliance with it.
- Supervising the follow-up of the results and outputs of the implementation of work policies and analyzing opportunities and challenges.
- Supervising the development of the partnership management system and memoranda of understanding and measuring the effectiveness of the partner system in the Authority.
- Supervising agreements and memoranda of understanding related to partnerships and ensuring their compliance with all policies and procedures review and issue them in final form.
- Manage the implementation of concluded agreements and memoranda of understanding and evaluate them in coordination with the relevant organizational units.
- Communicate and coordinate with various departments regarding reviewing and updating relevant policies.
- Reviewing the process of ensuring that cultural and economic restrictions and controls are studied to ensure the preparation of policies In line with the strategy of the Emirate of Dubai.
- Review and update the database of policies, forms and procedures periodically.
- Supervising the implementation of awareness and introductory workshops on the mechanism for preparing policies, forms and procedures.
- Review and report on the projects and activities of the Policy Department and report on performance and effectiveness of implementation measuring institutional performance to the direct manager.
- Follow up on the implementation of the operational plan, measure the department’s performance indicators, and submit the necessary reports to senior management.
- Evaluating the overall performance of the department and proposing improvement plans in light of the quality and excellence standards approved by the Authority.
- Ensure compliance with occupational health and safety procedures, policies and instructions and the environmental management system policy applied in the Authority.
- Perform other duties and responsibilities related to the job as assigned.
Operational Responsibilities
- Submitting data and reports to the Director of Strategy and Institutional Excellence Department periodically and upon request and highlighting areas for improvement to support decision making and achieve operational excellence
- Provide periodic reports on performance results, identify performance gaps and their implications, and make recommendations for action corrective actions to reduce risks, thus reducing downtime and ensuring that goals and objectives are achieved at the specified times
Financial Management
- Provide input to the Finance Department as required and in accordance with the approved governance process for budget preparation.
- Monitor budget implementation and allocation to ensure it is in line with the approved budget Report budget variances actual and potential and recommend corrective actions.
People Management
- Preparing unified strategies and budgets for workforce planning, talent acquisition, training and development for management concerned to ensure the adequacy of recruitment processes to achieve optimal operational smoothness.
- Setting departmental objectives for all line managers and reviewing performance at the mid-year and end of the year.
- Follow up on performance and provide specialist consultations as required to ensure performance targets are met.

Skills
Academic Qualifications
· Bachelor of Business Administration from the University of Certified or equivalent
