Summary: As the Head of Property Management, you will provide strategic leadership and operational oversight for our company’s mixed-use real estate portfolio in Dubai.
This senior role is accountable for maximizing asset performance, ensuring full regulatory compliance, and delivering exceptional tenant and owner satisfaction.
You will be responsible for aligning property operations with the company’s investment goals while maintaining the highest international standards across residential, commercial, and retail assets.
Your expertise in Dubai’s regulatory environment and facilities management will be critical to driving operational excellence and commercial success.
Responsibilities: 1.
Strategic Portfolio Leadership: Develop and execute the operational and financial strategy for the assigned property portfolio.
Define and monitor key performance indicators (KPIs) related to occupancy, tenant retention, operational efficiency, and profitability.
Drive value through optimized service charge management and cost- effective Facilities Management (FM) delivery.
2. Regulatory Compliance & Government Relations: Serve as the company’s primary authority liaison for the portfolio with RERA, Dubai Land Department (DLD), Dubai Civil Defence (DCD), and Dubai Municipality (DM).
Ensure 100% compliance with all tenancy (Ejari), life safety, building permit, and municipal regulations.
Oversee the renewal of all statutory licenses, permits, and mandatory insurance policies.
3. Operational & FM Excellence: Lead the selection, contract management, and performance oversight of all Hard and Soft FM service providers.
Conduct regular property audits to ensure services meet agreed SLAs, quality standards, and brand expectations.
Manage maintenance programs for critical building systems (MEP, lifts, fire safety) in line with manufacturer and regulatory requirements.
4. Asset Lifecycle & Handover Management: Lead the operational transition of new developments from construction to handover, including Testing & Commissioning and snagging management.
Oversee the Defects Liability Period (DLP) and ensure timely resolution of issues.
Facilitate seamless handover of common areas to Owners Associations in compliance with RERA guidelines.
5. Risk, Reporting & Stakeholder Communication: Proactively identify and mitigate operational, financial, and reputational risks across the portfolio.
Maintain a live Asset Risk Register and ensure robust Business Continuity Plans are implemented.
Prepare and present comprehensive monthly and quarterly reports to senior leadership on financial performance, maintenance status, and portfolio health.
Act as the senior point of contact for owners, tenants, and external partners, ensuring transparency and high service levels.
Bachelor’s degree in Real Estate, Business Management, Engineering, or a related field.
A master’s degree or professional certification (e.
g., CPM, RICS) is a plus.
Minimum of 10–12 years of progressive experience in real estate or property management, with at least 5 years in a leadership role within the UAE/Dubai market.
Extensive, hands-on experience navigating Dubai’s real estate regulatory framework (RERA, DLD, Ejari, DM, DCD).
Strong background in managing Facilities Management contracts, service providers, and operational budgets for mixed-use portfolios.
Proven ability in financial performance analysis, service charge governance, and CAPEX planning.
Excellent leadership, negotiation, and stakeholder management skills.
Exceptional communication skills in English; Arabic is an advantage.
