Role Purpose


Engineer - Takeover Management is the critical link between the DHRE and the DHCM Operations and the operations team. This role is singularly focused on providing technical assurance and quality control during the asset handover phase. The engineer is responsible for verifying that all installed assets, accompanying documentation, and maintenance data comply strictly with organizational engineering standards and regulatory requirements, ensuring a seamless and risk-free transition to operational status.


Key Responsibilities/Accountabilities


  • Technical Vetting and Quality Control


    • Timely Escalation of critical issues pre-takeover to management to enable informed decisions.


    • Pre-Handover Audits: Conduct comprehensive on-site inspections and technical audits of new and upgraded assets well in advance of the planned handover date.


    • Asset Verification: Verify the installation quality, functionality, and performance of all critical equipment against project specifications, original design intents, and CoE technical standards.


    • Defect Management (Snagging): Develop, manage, and track the comprehensive punch list (or snag list) of defects, outstanding works, and non-conformances identified during commissioning and pre-takeover inspections.


    • Resolution Tracking: Work directly with contractors and project managers to ensure all identified defects are remediated to the required technical standard and closed out before final operational acceptance.


    • Compliance Check: Confirm that all necessary regulatory certifications, permits, and third-party safety approvals have been secured and are valid for the date of asset transfer.


  • Documentation and Data Integrity


    • Documentation Review: Rigorously review and approve all final project documentation, including As-Built drawings, Operation and Maintenance (O&M) manuals, technical data sheets, and warranty certificates.


    • Data Quality Assurance: Ensure the digital asset register is complete, accurate, and aligned with the physical assets installed, ready to support efficient maintenance planning from day one.


    • Ensure complete archiving of documents and communications 


  • Project Liaison and Operational Readiness


    • Liaison: Act as the primary technical interface between the Project Delivery team and the Operational Maintenance team during the final phases of construction and commissioning.


    • Training Coordination: Coordinate and validate the quality of technical training provided by contractors to the operations and maintenance staff on new systems and complex equipment.


    • Warranties and Guarantees: Manage the formal documentation and activation of all asset warranties and performance guarantees, ensuring clear handover of responsibilities and support contacts to the operations team.


Knowledge & Experience


  • Bachelor’s degree in engineering (Mechanical, Electrical, Civil, or a related technical discipline).
  • Minimum of 4-6 years of experience in technical roles, with significant exposure to construction, commissioning, quality assurance, or facilities management, specifically involving asset handover.
  • Deep practical knowledge of multi-disciplinary engineering systems (e.g., HVAC, BMS, LV/MV systems).


  • Proficiency in reading and interpreting complex engineering schematics and project documentation.


  • Demonstrated experience working with CMMS/EAM systems (e.g., Maximo, SAP PM) and understanding asset data structures
