DGF UAE has an opening for HSE Lead. In this role you will have to ensure our operations comply with all legal health and safety requirements as well as DHL internal standards, and customer imposed requirements – he or she identifies or defines the requirements, and coordinates their execution on sites with the objective to create a behaviour based safety culture across all warehousing and transport operations.

Key Accountabilities
Legal requirements
- Liaise with (external enforcing) authorities as required and in effective manner to ensure implementation of all local legal and corporate requirements and standards in the area of HSE
- Continually update and monitor HSE legislation to ensure full compliance at all times
- Develop and maintain list of legal health & safety requirements applicable to our business, and track that our business is meeting these requirements
- Support management and site management teams to understand legal requirements incl. any change, update and applicability for our business
- Collaborate with our legal entity and other sister business units to understand and implement any cross-BU (legal) requirements
- Interacting with government authorities (State Labor Inspection, FSS, Rostekhnadzor, Rosprirodnadzor, Rospotrebnadzor)
- Organizing and controlling of: investigation of accidents; the special assessment of working conditions and reducing of expenses of the company to conduct a special assessment by attracting funds from the FSS; organization of preliminary and periodic medical examinations of employees; tenders for providers selection
HSE standards and standard confirmation
- Plan, implement and/and coordinate implementation of corporate Safety initiatives e.g. new Quality approach, LOGICS paperless, etc. (not exhaustive)
- Responsible for defining HSE standards to be enforced in operations - in alignment with legislation and with DHL global/ regional/ local standards
- Conduct and draft risk assessments and Safe Systems of Work with the relevant staff and departments and along OMS principles
- Ensure HSE standards are documented, up-to-date and available
- Undertake periodic audits of HSE standards and recommend actions to improve
- Facilitate external audits processes
- Undertake proactive and reactive monitoring to ensure compliance with safety standards
- Identify areas of non-conformance and produce action plans to rectify issues within required timescales
- Ensure Safety standards are in place right first time during start-up of new business
- Support on QRA & BCM related topics if needed
HSE culture and expertise
- Provide Country and Site Management as well as employees with advice and guidance on HSE matters
- Provide a professional expertise in the field of HSE within all processes and procedures of the company incl. OMS
- Define, develop and coordinate implementation of HSE initiatives that contribute to a stronger behavior based safety culture in operations
- Coordinate the design and execution of HSE awareness and engagement campaigns e.g World Safety Days
- Chair site Safety Committee meetings when required
- Review Safety Alerts, define, take and follow up on action
Data and reporting
- Ensure that all accidents, incidents and near misses are reported and input into LOGICS
- Provide regular and ad hoc reports and statistics regarding HSE
- Responsible for maintenance of data quality and reporting accuracy in LOGICS along DHL reporting standards
- Follow up with root cause analysis and report findings and recommendations to country and operations management teams
- Complete and ensure documentation trails for statutory inspections and record keeping
Trainings
- Design HSE training frameworks, concepts and content in line with Certified approach
- Liaise with the training structure in place to ensure HSE trainings and induction are up-to-date and deployed
- Ensure the organization has the right people trained to the latest legal requirements
- Works with the business to maintain the training logs and documents to the legal and DSC standard requirements
- Coordinate trainings required with external parties
Customer support & development
- Support customer development projects e.g. design of Site Development Plan, execution of customer improvement projects, etc.
- Support customer events where skills and expertise can be leveraged as per business needs
- Provide support to the general SHEQ agenda where required incl. support on Quality, BCM, Environment
Finance & Projects
- Support additional improvement projects as per business needs and where skills and expertise can be leveraged, or where new skills can be developed in line with personal development plan
- Champion the application of project management methodology and tools
People Management
- Develop and maintain community of site Safety Champions to ensure they are knowledgeable about DHL safety standards, equipped to develop and engage a behavior based safety culture in their sites
- Provide regular feedback to community of site Safety Champions
- Train and coach operators to conduct effective standard confirmations in line with DHL approach e.g. safety gemba
- Ensure effective communication structure in place i.e. weekly/ monthly team meetings
- Manage, coach and develop team of Safety Specialists
- Champion the leverage and sharing of best practices - among site Safety Champions, across sites, within the regional and global DHL HSE community, with other Business Units and with other industries

Requirements for the Job
- Experience working within supply chain operations is essential for this role
- Experience in a manufacturing/operational environment is needed
- Minimum 5 year experience preferably in Logistic/Production sector in H&S manager/engineer role
- Knowledge of health & safety and fire safety rules
- Knowledge of Russian Federation H&S and labor legislation
Education / Qualification / Certification Requirements
- University degree in H&S as a must. Additionally preferable: Engineering, Ecology, Quality Systems, other alternative
