Job Details

Strategy


  1. Develop and lead implementation of governance frameworks, controls, and standards to ensure licensing systems, digital services, and technical projects meet RTA policies, quality requirements, and information-security expectations.


  2. Establish strategic approaches for granting and reviewing system authorizations for employees and service providers in alignment with approved access-management policies.


  3. Ensure strategic readiness by leading definition of testing approaches, validation criteria, and compliance requirements across all licensing systems and related projects.


  4. Promote an information-security culture among service providers in coordination with relevant organizational units to strengthen awareness and reduce system risks.


Operations


  1. Supervise technical licensing projects to ensure compliance with the RTA’s quality control framework and verify system and service integrity prior to launch on all digital channels.


  2. Review and analyze system-failure reports and technical issues submitted by support teams, assess solution effectiveness, and coordinate with relevant units to address root causes.


  3. Manage User Acceptance Testing (UAT) by coordinating with stakeholders, defining scope, preparing test case scenarios, and ensuring acceptance across all concerned entities.


  4. Ensure the integrity and accuracy of licensing systems involved in exchanging and collecting violations issued by internal and external authorities.


  5. Conduct periodic reviews of licensing-system operators and service providers to ensure adherence to integration requirements, information-security standards, and reporting obligations to the Security and Control Department.


  6. Supervise the provision of required test data to Licensing Institution partners for integrationchecks, ensuring full alignment with approved policies.


  7. Set up systems and processes to verify that all source code developed for licensing-related projects complies with RTA standards and maintain oversight of secure storage media.


Product / Process Improvement


  1. Develop enhancements to governance frameworks, quality standards, and system controls to prevent recurrence of technical failures and elevate system reliability.


  2. Recommend improvements to authorization processes, integration mechanisms and other workflows, and project-testing practices based on issue analysis and system-performance trends.


  3. Strengthen quality control and system-validation processes by refining UAT methodologies, documentation practices, and compliance tracking mechanisms.


  4. Identify opportunities to optimize partner integration processes, security compliance, and technical procedures to improve overall service quality and operational efficiency.


Physical Working Conditions


  1. Primarily office-based role with regular collaboration with internal teams, IT units, and service-provider representatives, may require occasional visits to partner facilities or system testing locations as necessary.

Job Qualifications & Requirements


  • Bachelor’s/Master’s degree in Information Systems, Engineering or Business Administration


  • 12+ years in case of Master’s degree (14+ years in case of Bachelor’s degree), preferred +15 years of experience


  • Preferred Certifications such as ITIL, ISO 270001 Lead Implementor or Internal Auditor
