The Centre for Humanitarian Dialogue (HD) is a private diplomacy organisation founded on the principles of humanity, neutrality, impartiality and independence. Our mission is to help prevent, mitigate and resolve armed conflict through dialogue and mediation. HD operates in more than 40 countries with more than 300 staff. HD is currently looking for a consultant to provide services as:Advisor - Information DomainLocation: Flexible, collaborating with Europe-based colleagues (regular travel required) Duration: 12 months, renewable depending on funding and performance Level of effort: 8 days / month (flexible scheduling) Starting date: ImmediatelyBackgroundHD’s Digital Conflict Directorate is at the forefront of efforts to mitigate the negative impact of emerging technologies on international peace and security. We are seeking an Advisor to help scale this work, with a focus on high-priority risks in the information domain.Within the Directorate, the Social Media & Conflict Mediation team has pioneered discreet, locally grounded dialogue with local actors and social media platforms to reduce the harmful impact of social media on armed conflicts and peace processes, primarily at the national level.Yet information threats have become an increasingly international challenge. They now amplify global security risks - from nuclear miscalculation to conflict escalation - and, accelerated by AI, have evolved into a shared systemic risk to international peace and security. Despite the urgency, there is no diplomatic consensus on how to govern or contain these risks.HD is developing a dedicated dialogue track on information threats and international security and seeks an Advisor to guide and advance this critical initiative. This work will initially convene policymakers and experts to mitigate the risks through discreet, outcome-focused diplomacy designed to complement formal multilateral processes.Role and Scope of WorkThe Advisor will provide strategic and diplomatic advice to advance HD’s conflict mediation work in the information domain. Specifically, they will shape and support a new diplomatic track focused on information threats to international security; advise on programme strategy; strengthen diplomatic networks and partnerships; and help develop new initiatives and fundraising.The Advisor will provide services to HD’s Digital Conflict Directorate, the division working to address technology-related risks for international security and conflict. The Directorate consists of four programmes: cyber diplomacy; social media and conflict mediation; AI and emerging technologies; and outer space security.Expected outcomes: Support the development of a new diplomatic track on information threats: Identify opportunities where HD can add value in the domain of information threats and international security. This includes advising on strategy, participants, agenda, and co-facilitation, collaborating closely with country and regional teams. Build and sustain diplomatic networks: Cultivate relationships with government officials, multilateral institutions, civil society and private sector actors. Provide strategic diplomatic guidance: Advise HD's Social Media & Conflict Mediation programme on regionally tailored approaches. Represent HD in global fora: Enhance HD’s visibility and credibility as a neutral, impartial and trusted mediator in information-related issues in international fora and strategic engagements. Deliver high-quality analysis and briefings: Carry out and/or commission relevant analyses, producing timely, high-quality briefings, talking points, and political analysis for senior leadership and country teams, as needed. Support the programme’s donor engagement and fundraising efforts: Contribute to donor engagement and fundraising by briefing stakeholders and providing input to proposal development, where necessary.Required Skills and QualificationsEducation Advanced degree (Master's or equivalent) in International Relations, Political Science, Security Studies, Peace and Conflict Studies, or a related discipline is required.Experience7-10-years of experience in diplomacy, conflict prevention, or international security, including experience working within multilateral systems (e.g. UN, EU, NATO, GCC, AU, ASEAN, OAS) and/or national governments and/or academia. Deep understanding of the role of the information domain in modern warfare and familiarity with relevant multilateral initiatives. Possesses a strong existing network across diplomatic, governmental, and multilateral circles. Proven track record in designing and facilitating high-level, outcome-focused diplomatic dialogues.Competencies and Skills Exceptional diplomatic, negotiation, and mediation skills. Familiarity with HD’s mediation approach will be an asset. Strategic thinker, capable of translating complex technical and geopolitical risks into actionable diplomatic initiatives. Excellent interpersonal, communication, and organizational skills, with experience managing virtual and hybrid processes. Advanced analytical and writing skills, able to produce clear, concise, and policy-relevant material for diverse audiences. Fluency in English is required.
