عن مؤسسة الموانئ والجمارك والمنطقة الحرة:
تأسست مؤسسة الموانئ والجمارك والمنطقة الحرة رسمياً في عام 2001، تحت مظلة حكومة دبي. وتعمل تحت مظلتها مجموعة من الجهات والمؤسسات، منها ميناء راشد، وميناء جبل علي، وميناء الحمرية، والتي تديرها سلطة موانئ دبي، بالإضافة إلى دائرة التخطيط والتطوير - تراخيص، وسلطة دبي البحرية، ومكتب الوكيل البحري للسفن الخشبية، فضلاً عن الذراع الاستثماري والذراع الأمني للمؤسسة، والممثلين بإدارة الاستثمار وإدارة الأمن.
- استلام ومعالجة طلبات تسجيل الوسائل البحرية وترخيصها وتصاريح الأنشطة البحرية المقدمة عبر الإنترنت أو من قبل المتعاملين المراجعين.
- مراجعة الطلبات لضمان دقة المعلومات واكتمال الوثائق الداعمة، وفقاً لإجراءات التشغيل القياسية للدائرة.
- التواصل مع المتعاملين لتصحيح الفروقات والحصول على أي وثائق مفقودة لضمان معالجة الطلبات في الوقت المناسب.
- تخصيص أرقام لوحات الوسائل البحرية للمتعاملين كجزء من عملية تسجيل الوسائل البحرية.
- إحالة الطلبات إلى الإدارات الداخلية المعنية، عند الحاجة، لتسهيل معالجة الخدمات وإنجازها في الوقت المحدد.
- تحصيل الدفعات عن طريق التحويل المصرفي أو نقداً وإصدار الإيصالات المقابلة للمعاملات المكتملة.
- إصدار وتوزيع التراخيص والتصاريح وشهادات عدم الممانعة (NOCs)، وتوفير نسخ إلكترونية أو مطبوعة أصلية حسب المتطلبات.
- إضافة أو إزالة الحظر والملاحظات على الطلبات وفقاً للمتطلبات التنظيمية والإجرائية المعمول بها.
- الرد على استفسارات المتعاملين والتنسيق مع مركز إسعاد المتعاملين في المؤسسة لدعم تقديم الخدمات بفاعلية وكفاءة.
- الاحتفاظ بقاعدة بيانات دقيقة ومحدثة للوسائل البحرية المسجلة، بما في ذلك تفاصيل الملكية والمواصفات الفنية وحالة الامتثال.
- تقديم الإرشاد لملاكي ومشغلي الوسائل البحرية، بما في ذلك المساعدة الفنية المتعلقة بمتطلبات التسجيل والترخيص والامتثال.
الخبرة
المطلوب (الحد الأدنى من الخبرة):خبرة لا تقل عن سنتين في مجال التسجيل والترخيص البحري.
المفضل:خبرة في الدعم الإداري، ويفضل أن تكون ضمن بيئة تنظيمية أو بيئة امتثال.
المؤهلات العلمية والشهادات
المطلوب (الحد الأدنى من المؤهل):درجة البكالوريوس في الدراسات البحرية أو إدارة الأعمال أو تخصص ذات صلة.
المفضل:شهادة مسجل بحري معتمد (CMR) أو ما يعادلها من مؤهل مهني ذات صلة.
Job description
About Ports, Customs and Free Zone Corporation:
The Ports, Customs and Free Zone Corporation (PCFC) was officially established in 2001, under the authority of the Dubai Government. There are a number of entities and institutions operating under its umbrella, including Port Rashid, Jebel Ali Port, Al Hamriya Port, which are managed by Dubai Ports Authority, in addition to the Department of Planning and Development - Trakhees, the Dubai Maritime Authority and the Office of the Marine Agency for Wooden Dhows, as well as the investment arm and security arm of the corporation, represented by Investment Department and Security Department.
- Receive and process applications for marine craft registration, licensing and maritime activity permits submitted online or by walk-in customers.
- Review applications to ensure the accuracy of information and completeness of supporting documentation, in accordance with the department’s Standard Operating Procedures (SOPs).
- Liaise with customers to rectify discrepancies and obtain any missing documentation to ensure applications are processed in a timely manner.
- Assign marine craft plate numbers to customers as part of the marine craft registration process.
- Refer applications to relevant internal departments, where required, to facilitate the timely processing and completion of services.
- Collect payments by bank transfer or cash and issue the corresponding receipts for completed transactions.
- Issue and distribute licences, permits and No Objection Certificates (NOCs), providing electronic or original printed copies as required.
- Add or remove suspensions and remarks on applications in accordance with applicable regulatory and procedural requirements.
- Respond to customer enquiries and coordinate with the PCFC Customer Happiness Centre to support effective and efficient service delivery.
- Maintain an accurate and up-to-date database of registered marine craft, including ownership details, technical specifications and compliance status.
- Provide guidance to marine craft owners and operators, including technical assistance relating to registration, licensing and compliance requirements.
EXPERIENCE
Required (Minimum Experience):A minimum of two years’ experience in maritime registration and licensing.
Preferred:Experience in administrative support, preferably within a regulatory or compliance environment.
EDUCATIONAL QUALIFICATIONS AND CERTIFICATIONS
Required (Minimum Qualification):A bachelor’s degree in Maritime Studies, Business Administration or a related discipline.
Preferred:Certified Maritime Registrar (CMR) certification or an equivalent relevant professional qualification.
