Operational Responsibilities

1. Contribute to the development and maintenance of contracting policies and procedures for application from initiation of tenders until contractual agreement, ensuring that issues relating to products and services for Dubai Customs staff are fully incorporated.

2. Handle all activities related to contracts namely tendering, reviewing and preparing contract documents with respect to project, supply and services, and to initiate purchase orders, maintain records, review specifications and follow up/coordinate with other departments, for providing an efficient and effective support to the service, project and procurement functions of the respective department.

3. Develop and implement contracts and agreements with service providers and vendors coordinating with the respective Dubai Customs departments, as per the scope of service of the project, in line with Dubai Customs contracting and purchasing plans and procedures.

4. Ensure contracts and equivalent written documents specify the outcomes required, including costs, quality assurance, service standards etc.

5. Interact and liaise with Finance Department for Bank Guaranty and other relevant matters to ensure release of payment in time and with Legal Affairs department for legal issues.

6. Ensure that all tender related documents, master contract files of all contracts and other related records/files are documented and maintained, for future reference.

7. Include arrangements for regular monitoring of the services provided and products functionalities, in the contract and ensure that the contract review is used for commissioning for the next contract.

8. Provide monitored results for its compliance with the contract made, to the service providers or suppliers periodically with recommendations, in order to rectify flaws in the service or goods.

9. Prepare Future Service Requirement Review (FSRR) record few months before the end of any Contract or equivalent written agreement to notify the Service Provider or supplier about the results at least few months before the funding is due to end, and to input the issues of the review for commissioning process.

10. Research, analyze, compile and maintain information about services and products available in the current market, service providers, location, and quality of service provided etc., to ensure contracts with correct range of services are obtained to meet Dubai Customs needs.

11. Perform contracting work related to market research, market management and service reconfiguration exercises, including tendering and contract negotiation.

12. Recommend compliance action where necessary.

13. Consult users and involve in developing specifications, selecting providers and monitoring and reviewing services to ensure user’s considerations are incorporated into contracting work and the needs are met.

14. Review and modify the contracts to satisfy the current requirement of the department.

15. Participate in appropriate developing and training activities to meet the changing demands of the job.

16. Prepare monthly/yearly management reports for management review and decision-making.

17. Assist and support in the certification audit.


Qualifications:

Bachelor in Finance/Accounting/Business/Quality or similar fields
