The Project Controller / Timekeeper plays a critical role in supporting overall project execution by managing accurate timekeeping, cost tracking, and project reporting.


Job Responsibilities:


Timekeeping & Workforce Management:


  • Maintain daily attendance, man-hour logs, shift schedules, and overtime records for site personnel (employees, contractors, subcontractors).
  • Consolidate biometric data, manual timesheets, and foreman reports into a unified system.
  • Validate timesheets with supervisors and site discipline leads for accuracy.
  • Track leave (annual, sick, emergency) and ensure supporting documents are filed.
  • Prepare and submit validated timesheets to Payroll and Project Controls as per payroll cut-off schedule.
  • Resolve discrepancies in attendance, overtime claims, and manpower movement.
  • Ensure compliance with UAE labor law and company HR policies in attendance & overtime calculations.

Project Controls Support


  • Track and monitor daily man-hours, productivity, and workforce allocation for each discipline.
  • Support cost control activities by recording actual labor cost data against project budgets.
  • Assist in the preparation of forecasts, cost variance reports, and manpower histograms.
  • Maintain logs for change orders, additional manpower requests, and site instructions that impact cost or schedule.
  • Support the Project Controls team in gathering and validating data for weekly and monthly progress reports.
  • Monitor subcontractor manpower and verify invoices/back-up timesheets.
  • Update dashboards and KPIs related to manpower utilization and project progress.

Reporting & Documentation


  • Prepare daily, weekly, and monthly reports on attendance, overtime, man-hours, and productivity.
  • Maintain organized and audit-ready records of timesheets, cost reports, manpower logs, and payroll submissions.
  • Coordinate with HR and Finance during salary processing, audits, and compliance checks.
  • Support preparation of project progress presentations as required by the Project Manager.

Coordination & Compliance


  • Liaise with site supervisors, discipline engineers, and subcontractors for manpower verification.
  • Ensure all records align with contractual requirements, client reporting formats, and HSE protocols.
  • Maintain confidentiality when handling employee data and financial information.
  • Support internal and external audits related to manpower, payroll, and project cost documentation.

Expected:


  • 3–6 years of experience in Timekeeping, Project Controls, or Cost Control—preferably in Oil & Gas / EPC projects.
  • Experience in working with multi-national workforce environments and remote project sites.

Technical Skills


  • Strong proficiency in MS Excel (Pivot Tables, VLOOKUP, data analysis).
  • Familiarity with ERP or project management systems (e.g., SAP, Oracle, Primavera, MS Project, HRMS).
  • Understanding of work breakdown structures (WBS), cost coding, and manpower planning in oil & gas projects.

Personal Skills


  • Highly detail-oriented and analytical.
  • Strong communication and coordination skills.
  • Ability to work under pressure, especially during payroll and reporting deadlines.
  • Strong integrity and sense of accountability.
