Job PurposeThe Construction Engineer (MOC) will be responsible for managing and controlling Management of Change (MOC)activities at site during construction and commissioning phases of an EPCM oil & gas project for ADNOC. The role ensures that all field changes are properly evaluated, reviewed, approved, implemented, and documented in compliance with ADNOC standards, project procedures, and HSE requirements.
Responsibilities:
Key Responsibilities Management of Change (MOC) - Act as the site focal point for all construction-related MOCs
- Identify, initiate, review, and track MOCs arising during construction activities
- Ensure all changes are evaluated for technical, safety, cost, schedule, and operational impact
- Coordinate MOC reviews with Engineering, HSE, QA/QC, Construction, Commissioning, and Client teams
- Ensure proper approval of MOCs in line with ADNOC MOC procedures
Construction & Engineering Interface - Provide engineering support to construction teams for field queries and site modifications
- Review and support resolution of Site Technical Queries (STQs), Field Change Requests (FCRs), and NCR-related changes
- Verify constructability and compliance of proposed changes with project specifications and codes
- Ensure approved MOCs are reflected in IFC drawings, redlines, and as-built documentation
HSE & Quality - Ensure all MOC-related activities comply with ADNOC HSE requirements and project safety standards
- Participate in risk assessments (HAZID/HAZOP/JSA) related to design or construction changes
- Support QA/QC in ensuring implementation of approved changes meets quality requirements
Coordination & Reporting - Liaise closely with EPCM engineering disciplines, contractors, subcontractors, and ADNOC representatives
- Maintain MOC registers and provide regular status reports to Project Management
- Support audits and reviews related to MOC implementation

Expected:
- Bachelor’s Degree in Engineering (Mechanical, Civil, Electrical, Instrumentation, or related discipline)
- Minimum 12 years of experience in oil & gas construction projects
- At least 3–5 years of direct MOC experience on ADNOC or Middle East EPC/EPCM projects
- Strong site-based construction experience is mandatory
- ADNOC project experience is highly preferred
Skills & Competencies
- Strong knowledge of ADNOC MOC procedures and standards
- Solid understanding of EPCM workflows and construction practices
- Excellent coordination and communication skills
- Ability to manage multiple MOCs in a fast-paced site environment
- Strong documentation and reporting skills
- Good understanding of HSE and risk management in oil & gas projects
