Leadership


  • Provide advice to ensure the effective achievement of functional objectives by providing consultation to all sector directors and managers in setting individual objectives, managing performance, developing, and motivating team to maximize performance.
  • Provide advice to the sector leadership on strategic direction for Intelligent ATM transformation.
  • Lead the talent development initiatives for the assigned function, collaborating with discipline experts and thereby ensure the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organizational values and ethics by employees of the assigned function to ensure the establishment of a value driven culture within the organization.
  • Lead the delivery of the integrated sector operational objectives by ensuring the existence and communication of a clear strategy, plan, and organisation to achieve the business goals. 
  • Establish appropriate policies, standards, and expectations in collaboration with the ADG and leadership to support the delivery and demonstrate desired behaviours to achieve required levels of competencies to drive the business plan.
  • Lead and manage the team members of the business units by instilling the values of the “Corporate Path” which is including setting individual objectives, selecting qualified staff, monitoring performance, provision feedback, in order to maximize subordinate and performance.

Intelligent ATM & Digital Transformation


  • Lead the strategic integration of AI-enabled decision-support systems within ATM operations.
  • Guide the evaluation, validation, and safe deployment of intelligent systems and automation tools.
  • Advise on predictive traffic flow management and data-driven airspace optimization.
  • Ensure human-in-the-loop operational frameworks remain central to all automation strategies.
  • Collaborate with system vendors to ensure AI transparency, explainability, auditability, and safety assurance.
  • Align ATM modernization with ICAO innovation roadmaps and global AI governance principles.
  • Promote responsible deployment of intelligent technologies within safety-critical environments.

Review, Maintenance and Enhancement of Operations & Standards


  • Ensure that ATM procedural manuals that reflects intelligent system integrations are developed and regularly updated to maintain full compliance with the latest GCAA and ICAO regulatory requirements as well as implementing operational and safety related improvements.
  • In collaboration with ADG, provide expertise counsel, lead the effective collaboration with ATC units and various stakeholders (Neighbouring Countries, Air Operators, UAE Military) to ensure internal and external relations are promoted by GCAA.
  • Provide expert advice to manage research and dataset to ensure that ANS has the latest systems and technology, whilst guiding the enhancements and timely software upgrades to tailor and configure air traffic management systems so that UAE operational requirements are effectively being met.
  • Provide expert support to the ADG and operational heads to ensure safe, orderly and expeditious flow of air traffic by planning and design of routes, holding patterns, airspace structure and ATC sectorization within Emirates FIR in compliance with the design criteria requirements of GCAA and ICAO.
  • Collaborate with functional leads and guide operations to ensure the safety of flights in the UAE FIR by monitoring and fostering the effective and timely implementation of airspace designs that prevent conflicts.

ATM Performance Management & Operational Excellence


  • Develop an integrated performance management for the assigned business groups in collaboration with the business heads, with clear targets, deliverables, KPIs and accountabilities to drive successful integration of intelligent system operations and create ownership of business and strategic objectives.
  • Identify key risks to business delivery and ensure actions are identified and in place to mitigate those risks.
  • Identify, and ensure, timely interventions to mitigate any under-delivery against the plan and drive implementation of agreed actions with the business leaders.
  • Collaborate with business heads to ensure the timely review and analysis of business and system performance and enhancement of required areas to achieve overall operational excellence.

Project Management 


  • Provide consultations to manage projects in order ensure successful compliance to prevailing guidelines and protocols.
  • Oversee technology modernization initiatives including AI-enabled systems and automation platforms.
  • Participate in vendor evaluations and system acceptance reviews for intelligent ATM solutions.
  • Ensure effective collaboration with all related project managers to support review of initiatives and assure compliance to the defined regulatory and safety standards.
  • Support the management to continuously monitor costs related to a project and ensure necessity, dynamicity and flexibility of project deliverables for the benefit of the GCAA.
  • Lead specific group(s) of people such as Working Groups, Task Forces etc. to achieve special targets for improving the air navigation service provision for the benefit of all stakeholders whilst ensuring transparency of the processes as well as the sovereignty of each member.

Relationship Management


  • Build and maintain relationships with the national and international bodies and personnel to ensure that GCAA is effectively represented and maintains good relationships with influential bodies and individuals.

Policies, Systems, Processes & Procedures


  • Provide consultations related to the development and implementation of the functional policies, intelligent systems, processes, procedures, and controls covering all areas of assigned functions so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
  • Where assigned, become a member of expert groups under ACAO/ ICAO/ GCC for the development and implementation of the policies, processes, procedures and controls covering all areas of air navigation services provision.
  • Contribute to regulatory frameworks addressing AI integration within safety-critical ATM environments.
  • Support development of governance models for data integrity, system validation, and algorithm assurance.

Change Management


  • Support and provide advises to the sector ADG to manage changes through continuous improvement of functional systems, processes and practices considering global standards and changes in the business environment which demand proactive action plans.
  • Advise sector leadership on managing transformation toward intelligent and automated ATM.
  • Ensure structured change management approaches when integrating advanced systems.
  • Promote workforce readiness and capability development for AI-enhanced ATM operations.

KNOWLEDGE AND EXPERIENCE:


  • Bachelor ’s degree in an Aviation discipline or a License in the ATC function with 15 years’ experience in a similar environment.
  • Work experience in Aviation Management positions with a strong knowledge of national and international aviation regulations, requirements, and procedures.
  • Demonstrated experience in ATM modernization, system integration, or digital transformation initiatives.
  • Strong knowledge of ICAO standards, regional frameworks, and global aviation practices.
  • Exposure to intelligent systems, predictive analytics, or automation in aviation is highly desirable.
