Job Details

Job Purpose 


Drive development and enhancement of vehicle licensing and registration services by analyzing processes, benchmarking, legislation, and feedback, and coordinating with competent authorities and partners. Support digital transformation, recall campaigns, and renewal procedures to ensure compliant, accurate, and customer-focused licensing outcomes.


Accountabilities:


Strategy


• Develop and update proposals for legislation and laws regulating vehicle licensing activities, reflecting emerging variables and developments in the Emirate in coordination with the legal team.


• Develop integrated plans to improve vehicle licensing services, define initiatives and milestones, monitor progress, and prepare updates for management on service performance and transformation outcomes.


• Conduct benchmarking studies on vehicle registration services and digital transformation, comparing with leading practices and evaluating maturity to identify improvement opportunities and recommended actions.


• Identify obstacles and challenges hindering initiatives to develop licensing services and recommend strategic interventions, resource needs, and stakeholder actions to address them.


Operations


• Monitor vehicle registration and licensing processes in Dubai, review transactions, and verify data correctness and compliance with approved laws, legislation, policies, and procedures.


• Work with trusted agents, agencies, and other entities delivering licensing and registration services to review and manage agreements, performance appraisal standards, and compliance monitoring mechanisms.


• Oversee coordination with traffic departments in various emirates on vehicle licensing transactions, clarifying requirements, resolving issues, and aligning procedures with Authority standards.


• Coordinate design and execution of tests and experiments for vehicle registration services with relevant departments, ensuring scenarios, data, and validation criteria reflect service requirements.


• Oversee the analysis of complaints, requests, suggestions, and observations related to vehicle registration received through official channels within stipulated periods and propose practical solutions to address customer and process issues.


• Participate in managing and closing audit points for licensing transactions and violations by analyzing root causes, proposing corrective actions, and tracking implementation with concerned parties.


Product / Process Improvement


• Guide preparation and development of procedures to encourage timely vehicle ownership renewal, supporting reductions in expired and terminated vehicles across the Emirate.


• Contribute to the development of procedures for vehicle recall campaigns in coordination with internal and external entities, ensuring accurate customer outreach and compliance with manufacturer and regulatory requirements.


• Contribute to managing and updating vehicle licensing procedures and services to ensure accurate vehicle data in the traffic system and consistent application of approved processes with competent authorities.


• Recommend the design of special controls and work rules that ensure proper collection of violations related to vehicles and traffic files during transaction completion.


• Execute agreed recommendations to enhance digital transformation maturity in vehicle registration services and coordinate follow-up with relevant technical and business stakeholders.


Physical Working Conditions


• Work primarily in an office environment using traffic systems, analytical tools, and electronic records, with occasional meetings or workshops with internal departments, agents, and external authorities as required.


Job Qualifications & Requirements


  • Bachelor’s/ Master’s degree in Business Administration, Public Administration, Information Systems, Industrial, or Systems Engineering
  • 6+ years in case of Master's degree (8+years in case of Bachelor's degree). Preferred: 9 - 11 years of experience.
  • Preferred qualifications: Certifications such as Lean Six Sigma Green Belt, ITIL Foundation certification, Certified Business Analysis Professional (CBAP)
