Job Purpose
Lead preparation and development of the commercial and logistics transport system, policies, and service mechanisms to align with RTA strategies, legislation and international best practices. Drive studies, performance management and stakeholder collaboration to enhance sector quality, revenues, compliance and overall contribution to the Emirate.
Accountabilities:
Strategy
• Drive preparation and development of the commercial and logistics transport system, including policies, processes and technical manuals, ensuring alignment with strategic directions, legislation, laws and international best practices.
• Review and refine policies, technical manuals and requirements to reflect UAE regulations, sector best practices and current and future trends in commercial and logistics transport.
• Lead future and development studies for commercial and logistics transport means and activities, assessing infrastructure needs, market conditions, environmental variables and environmental and economic impacts.
• Study opportunities to develop and diversify commercial and logistics transport revenues and identify financing alternatives for projects and initiatives with concerned authorities.
• Define strategic departmental goals and standards, translate them into service performance indicators, and advise on effective implementation.
• Develop work mechanisms with strategic partners to support delivery of commercial and logistics transport strategies, initiatives and collaborative projects.
• Participate and support planning of departmental projects and initiatives in line with strategic plans.
• Participate in verifying governance requirements and controls for operating commercial vehicles on operational systems.
Operations
• Ensure effective communication with stakeholders, partners, investors and the commercial transport sector to govern development, improve service quality and achieve commercial transport and logistics strategy objectives.
• Draw inferences from analyses and prepare materials and presentations to inform management decisions on commercial and logistics transport sector performance and initiatives.
• Add all department projects into the performance system and follow up with Licensing Agency and other agencies to ensure timely updates and accurate status tracking.
• Provide specialist advice, coordination and follow up on project issues at the point of need to avoid conflicts of interest and remove implementation obstacles.
• Prepare risk-management plans, updates, and preventive measures to minimize impact on projects and operations in coordination with managers.
• Contribute and support, alongside managers, in preparing the annual budget, determining resources for projects and contracts, and monitoring expenditures to ensure compliance with indicators.
• Analyze gaps and identify needs for developing current operational systems and digital transformation to new systems.
• Review legislation, regulatory policies, technical manuals, work guides, and requirements for practicing commercial transport activities.
• Provide support for applying institutional excellence requirements in services, operations, projects, initiatives, and institutional development plans in coordination with department managers.
Product / Process Improvement
• Conduct best practice and benchmarking studies and research on transport and rental activities, identify development opportunities and areas for improvement, and advise the Director on recommended enhancements.
• Review leading practices in transport and rental activities and translate relevant learnings into updates to current laws, policies and procedures.
• Guide development and improvement of services for commercial transport franchise companies, aligning with latest policies and requirements, and follow up implementation of approved plans and technical initiatives.
• Develop and coordinate action plans to address highlighted deficiencies, ensuring alignment with RTA strategic transport objectives, sector development plans and relevant compliance requirements.
• Participate in departmental efforts to achieve and maintain PT certification to ISO and relevant international standards, ensuring processes and documentation meet required criteria.
• Analyze transportation and rental activities statistically and convert analytical insights into policies and measures that serve the interests of the Emirate.
• Analyze improvement opportunities in procedures, processes, and services; review corrective-action plans in coordination with department managers to achieve operational excellence and enhance customer experience.
Physical Working Conditions
• Work primarily in an office environment with regular interactions and meetings with internal and external stakeholders and occasional visits to partner entities as required.
Education
Bachelor’s degree/Master’s degree in Business Administration
Experience
9+ years in case of Master's degree (11+years in case of Bachelor's degree)
