Job Purpose Ensures the academy adheres to all relevant regulations, standards, and procedures set by the academy and aviation authorities to maintain the academy’s credibility and reputation safeguarding the safety and quality of training provided.
Key Result Responsibilities • Reports findings, remarks, and non-compliances directly to the Accountable Manager as per UAE GCAA regulations and academy standards and procedures.
• Develops and implements the Compliance Monitoring System (CMS) effectively.
• Stays up to date with regulatory changes and ensures the academy adapts to the changes accordingly.
• Manages the full cycle of the Audits including planning, scheduling, implementing, auditing, and reviewing.
• Handles and monitors the compliance standards and provisions of services of all activities of training, English Language Proficiency (ELP) Assessment, Examination Centre, Flight Simulator Training Devices (FSTD), either internal or contracted external providers, and any other approved training or activities of the academy.
• Delegates the assessment of flight standards and the instructor’s competency (as described in the operations manual) to the relevant training department team members, ensuring they report back certifying compliance with the regulations and correct documentation and training.
• Conducts a pre-audit with all prospective contracted service providers for extension of the CMS, to confirm the requirements are met to continue working with them.
• Ensures all post holders duties and responsibilities comply with the regulators, confirming that the standards required by the GCAA, and the academy policies are being carried out properly under the accountable manager's supervision.
• Assures that the Compliance Monitoring System is appropriately implemented, maintained, and continuously reviewed and improved.
• Coordinates the management Compliance Monitoring review meetings and follows up on the meetings to review the results of the audits and emphasize areas of improvement/where corrective actions are necessary, within the relevant departments.
• Manages and conducts internal and external audits and inspections as required.
• Performs an objective compliance review of corrective actions, their execution, and completion to confirm whether it is effective or compromising another aspect of the department/function.
• Works and coordinates with heads of departments to develop and update the academy’s processes and procedures; monitor and maintain all academy approvals including those under the responsibility of the nominated post holders and keep an updated record.
• Processes requests for the approval of the Approved Training Organization (ATO) certifications, nominated post holders, and staff approvals and authorizations by providing GCAA with the correct documents, to ensure that instructors and examiners are approved and authorized by GCAA.
• Informs and notifies the GCAA of any major changes to the ATO-approved activities, including management of change, risk assessment, and adequate action plan, as per the SMS and compliance procedures.
• Informs and notify the GCAA of any changes affecting the FSTD qualifications, including any modifications regardless of their impact, de-activation or relocation of the device, or major failures of the FSTD.
• Ensures that all records concerning various approvals are segregated and readily available for internal and external audits.
• Confirms that only current approvals documentation is available on the T3 documentation management system.
• Trains internal auditors, if required, according to the academy’s auditor training program.
• Liaises with regulatory authorities to respond to any queries or concerns.
• Secures and stores all CMS records including non-compliance, audit reports, reviews, evaluations, and training provided and to have those promptly accessible for inspection.
Qualifications (Academic, training, languages) • Minimum bachelor’s in business management/operations management/related field.
• In-depth knowledge of aviation regulations and standards.
• Knowledge of aviation quality management systems.
• Training in principles of compliance management and auditing techniques in the aviation environment.
• Proficient in conducting audits, investigations, inspections including data analysis and report writing.
• Experience/knowledge of the ICARUS system.
• Familiar with safety management systems.
Work Experience 5+ years’ experience in a similar role, in the Aviation Industry/operational management experience/technical background.
