Roles & Responsibilities
The PMO Officer supports the bank’s enterprise PMO operating model, providing governance, reporting, and delivery controls across all business and technology initiatives. The role ensures that programs and projects across Retail, Corporate, Operations, Technology, Risk, Compliance, Finance, and Support Functions are delivered in alignment with:
Approved PMO standards and methodologies
UAE regulatory and supervisory expectations
Bank‑wide strategic priorities and risk appetite
The PMO Officer enables senior management to make informed decisions through accurate, timely, and consistent portfolio‑level insights.
Alignment to Enterprise PMO Operating Model
The role operates within an enterprise PMO framework, typically structured as:
1. Portfolio Level
Consolidated view of all bank initiatives
Strategic alignment, prioritization, dependencies, and capacity visibility
Regulatory and audit transparency
2. Program Level
Governance of grouped initiatives delivering strategic outcomes
Dependency and milestone coordination
Benefits tracking and risk oversight
3. Project Level
Execution tracking against approved scope, schedule, budget, and quality
Consistent application of delivery and reporting standards
The PMO Officer supports all three levels, ensuring data integrity and governance discipline.
UAE Regulatory & Governance Expectations
The role explicitly supports compliance with UAE Central Bank and local regulatory expectations, including:
Evidence of controlled delivery, governance, and accountability across initiatives
Traceability of decisions, approvals, and changes for regulatory and audit reviews
Transparent tracking of initiatives linked to:
Regulatory remediation
Supervisory observations
Audit findings
Alignment with internal risk management, compliance, and operational resilience practices
Support for periodic and ad‑hoc regulatory reporting and management attestations
The PMO Officer ensures that delivery governance supports regulatory confidence without being a compliance owner.
Key Expectations
Support consistent application of the bank’s PMO governance framework
Enable transparency and control across all portfolios and programs
Ensure management reporting meets executive and regulatory quality standards
Coordinate effectively across Business, Technology, Risk, Compliance, Finance, and Operations
Proactively identify delivery risks and dependency conflicts
Tools, Methodologies & Documentation
Experience with enterprise PMO and reporting tools, including:
MS Project
JIRA
Confluence
Excel & PowerPoint
Familiarity with Waterfall, Agile, and Hybrid delivery models
Strong documentation skills:
Project plans
RAID logs
Steering packs
Portfolio dashboards
Soft Skills & Attributes
Strong organizational and coordination capability
High attention to detail and data integrity
Professional communication with senior stakeholders
Ability to work across multiple functions and priorities
Proactive, structured, and delivery‑focused mindset
Desired Candidate Profile
Bachelor’s degree in Business, Management, Technology, or related discipline
PMP, Prince2, Agile, or PMO certifications are an advantage
Experience in a UAE bank or regulated environment is strongly preferred
